Samyne's and Cowper's Bill.
The Earl of Aylesbury reported, "That the Committee
for the Bill for raising of Money, to pay the Debts
of John Samyne and Cecill Cowper Esquires, have met
several Times, and heard all Parties concerned; and
are of Opinion, That the Bill be engrossed, with some
Amendments."
Which, being read Twice, were Agreed to; and
the said Bill ordered to be engrossed, with the Amendments.
Seamen and Watermen's Bill.
The Lord Steward reported, "That the Committee
have considered the Bill for the Encouragement and
Breeding up of Seamen, and the better ordering of
Watermen rowing upon the River of Thames; and
are of Opinion, That the Bill takes away a Right
of Nomination of Rulers from the Court of Aldermen, which they have by the Statute of 2° and 3°
Phillip and Mary; and also a Privilege that Trynity
House have, by the Statute of 8° Eliz. of licensing
of Seamen to row as Watermen upon the River of
Thames.
"That the Mischiefs complained of in the Bill, by
the Watermen, may be remedied by His Majesty
and Council.
"That thereupon their Lordships are of Opinion,
That the Bill should be no further proceeded in."
The House agrees with the Committee in this Report; and orders the same accordingly.
Bill against Clandestine Marriages.

Unlicensed Books to suppress, Bill.

securing the Liberty of the Subject."
ORDERED, That this Bill is committed to a Committee of the whole House; to be taken into Consideration on Tuesday Morning next.
ORDERED, That this House gives Directions to the
Committee of the whole House, to divide the Bill for
the better Observation of the Lord's-day, called Sunday, the Baptizing of Infants, and the Exercise of Catechism, into Two distinct Bills, if the Committee shall
think fit.
The House was adjourned into a Committee, to consider of the said Bill.
The House was resumed.
And the Lord Bishop of Rochester reported, "That
the Committee are of Opinion, That it is convenient
that the Bill for the better Observation of the Lord'sday, the Baptizing of Infants, and the Exercise of
Catechism, be divided into Two Bills; and that the
Committee may begin with that Bill which concerns
the better Observation of the Lord's-day To-morrow
Morning, in a Committee of the whole House."
Which the House ordered accordingly.
