Popish Recusants, to disable from exercising Trades, Bill.
The Earl of Essex reported, "That the Committee
have considered the Bill against Popish Recusants exercising certain Trades, wherein there are so many
Alterations made, that the Committee were forced to
write it over anew."
The said Bill fair written was read, and compared
with the First Draught.
But, there being several other Amendments offered,
the House was put into a Committee, to consider of
them, and make them agreeable to the Bill.
The House being resumed;
The Lord Privy Seal reported the Amendments;
which were read, and Agreed to, and the Bill ordered
to be engrossed, with those Amendments.
Message to H. C. to remind them of the Bill, for Conviction of Papists.
A Message was sent to the House of Commons, by
Sir William Beversham and Sir Edward Lowe:
To put them in Mind of the Bill, formerly sent down,
for the Conviction of Popish Recusants.
Masters of Conduits and Waterworks, not to entertain Popish Servants.
ORDERED, by the Lords Spiritual and Temporal in
Parliament assembled, That the respective Governors
and Masters of the several Conduits, Water-works, and
Water-pipes, used for the Service of the Cities of
London and Westminster, and the respective Liberties
thereof, be, and they are hereby, required to take special Care, that no Papist, nor reputed Papist, be by
any of them entertained in any Kind of Service belonging to the said Conduits, Water-works, or Water-pipes,
as they and every of them will answer the contrary to
this House.
King's Answers to Addresses.
The Lord Viscount Newport reported His Majesty's
Answers to Three Addresses of this House, presented
Him; (videlicet,)
"1. That for preventing the scandalous Resort of
Numbers of His Majesty's Subjects to the Chapels of
Foreign Ministers residing here:
"His Majesty hath given Order for the remedying thereof.
"2. To that for a List of the Numbers, Names, and
Places of Abode, of the Priests belonging to Foreign
Ministers:
"His Majesty hath appointed Mr. Secretary Coventry, to go to the said Ministers, for such a List
as is desired.
"3. To that for an Account of the Papists in Whitehall and the Verge thereof, and Somersett House:
"His Majesty faith, That a List of them shall
speedily be brought in.
"4. To that of tendering the Oaths to Lawyers, Physicians, and Apothecaries:
"His Majesty hath given Order for issuing Commissions for administering the Oaths, as is desired."
Address concerning Foreign Ministers Servants, and the Protestant Interest Abroad.
ORDERED, by the Lords Spiritual and Temporal in
Parliament assembled, That the Lords with White Staves
do attend His Majesty, humbly to desire Him, from this
House, "That His Majesty will be pleased to signify
to the Foreign Ministers residing here, That all such
Persons as are their proper Servants may reside in
their Families; and that no Persons, being His Majesty's Subjects, and exercising any Trade here, may
plead the Privilege of being their Servants; and also
that, by His Majesty's Royal Mediation, the English
Factories in Foreign Parts may have Chaplains professing the Protestant Religion allowed to them; and
that His Majesty will be pleased to take Order, that
no Agents, Residents, or Consuls, may be employed
Abroad, but such as are Protestants; and lastly, That
His Majesty will be pleased to take into His special
Care the Protestant Interest Abroad."
Serjeant at Arms, a Room to be assigned him near the House, for securing Prisoners.
Upon Report made from the Lords Committees for
examining Persons and Papers for the Discovery of
the horrid Design against His Majesty's Person and Government, "That they have received and read a Petition of Sir George Charnoeke, Serjeant at Arms attending this House, shewing, That he hath apprehended
several Persons engaged in the said Design, and hath
not any Place to secure them in, while they attend
the Pleasure of the House or of the said Committee,
but in the Painted Chamber; which being constantly
filled with Pages, Lacquies, and all Sorts of People,
he cannot sufficiently secure his Prisoners there, notwithstanding all the Vigilancy and Care he and his
Deputies can use; and therefore praying, that some
convenient Place near the House of Peers may be
assigned to him for that Purpose:"
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That it be, and is hereby, recommended to the Lord High Chamberlain of
England, to appoint some such Place to the said Serjeant at Arms, for the Purpose aforesaid, during this
present Necessity, as his Lordship shall think fit.
Sheriffs of Bristol to send up Dominico Gratiano, a Prisoner for Debt there, to be examined against Georgerine.
Upon Information given to this House, "That the
Sheriffs of the County and City of Bristol, who, by
Order of the 30th of November last, were required to
send up Dominico Gratiano in Safety from Bristol, to
attend the House of Peers, express their Willingness
to obey the said Order; but doubt whether such sending up of the said Dominico Gratiano (who is now a
Prisoner in Newgate there for Debt) should not be accounted an Escape in Law, for which the said Sheriffs must be answerable to the Creditor:"
Upon Consideration had thereof, it is ORDERED, by
the Lords Spiritual and Temporal in Parliament assembled, That the said Sheriffs do take Care forthwith to
send up the said Dominico Gratiano, from Bristol, to attend
this House, with such Keeper or Attendant as the said
Sheriffs shall think fit, for securing the safe Return of the
said Dominico Gratiano to Bristol, when he hath been heard
before this House, upon his Depositions against Josephus
Georgerine; and that the Charge of bringing up and returning the said Dominico Gratiano shall be allowed to
the said Sheriffs, upon their Accompt in the Exchequer:
and this shall be a sufficient Indemnity and Warrant on
that Behalf.
To the Sheriffs of the County and City of
Bristol, and to the Keeper of Newgate
there, and all other Persons concerned
therein.
Blank Order, for seizing Papers, &c. allowed to Lords Committees.
This House being moved, by the Lords Committees
appointed to examine Papers concerning the horrid
Design against His Majesty's Person and Government,
That a Blank Warrant may be issued, and signed by
the Clerk of the Parliaments, for seizing some Papers
which may make further Discovery thereof; and that
their Lordships may be entrusted to insert the Place
to be searched for the said Papers, and also the
Names of the Persons who shall execute the said
Warrant, to prevent a Discovery of the intended Seizure:"
Upon Consideration had thereof, it is ORDERED, by
the Lords Spiritual and Temporal in Parliament assembled, That such a Blank Warrant shall be issued as is
desired, so as the said Search be not to be made in
the House of any Member of either House of Parliament.
Which their Lordships assured the House they would
take Care of.
