Ld. Lucas takestheOaths.
This Day Charles Lord Lucas took the Oaths of Allegiance and Supremacy, and made and
subscribed the Declaration, in Pursuance of the Act for the more effectual
preserving of the King's Person and Government, by disabling Papists from
sitting in either House of Parliament.
King present.
His Majesty, being arrayed in His Regal Robes, ascended
His Royal Throne, and commanded the Gentleman Usher of the Black Rod to
signify to the House of Commons His Majesty's Pleasure, "That they come up
presently."
The Commons being come; His Majesty made a short Speech, to
this Effect:
King's Speech.
"My Lords and Gentlemen,
"Though this hath been a very short Recess, yet there are
some Doubts, whether you can take Notice of what I said at the Opening of this
Parliament in Point of Form: Therefore it is necessary that I recommend to you
now, what I and the Chancellor said the other Day, as if we said it now. The
rest I refer to the Chancellor."
Then the Lord Chancellor spake as follows:
Lord Chancellor's Speech.
"My Lords and Gentlemen,
Since it hath pleased the King to refer you all to what He
lately said at the Opening of this Parliament, it will concern us all to take
it into our most serious Thoughts, and to enter upon the Matters therein
recommended to us, that so we may proceed effectually in that great Work for
which we are called, without being diverted by any Consideration
whatsoever.
"For, if this Parliament succeed not well, if it do not
quiet and compose the Minds of all the People, it will be thought an
unaccountable Thing in the World; considering the great Preparations the King
hath made for it, and those excellent Dispositions of Mind He brings toward
it.
Commons directed to choose a Speaker.
"Wherefore, that no Time may be lost, His Majesty commands
the Gentlemen of the House of Commons, That they proceed immediately to the
Choice of a Speaker; and His Majesty will expect that he be presented to Him
here, upon Monday Morning, at Ten a Clock."
Then His Majesty withdrew Himself; and the Com mons went
to their House.
E. Rochester, Privilege: Clerke his Servant released.
Upon Complaint made this Day to this House, "That
William Clerke, owned by the Earl of Rochester, a Peer of this Realm, to be his Menial Servant, is
ar rested, and detained a Prisoner in the Prison of The
Marshalsea, at the Suit of John Ireton Esquire,
now sitting the Parliament, contrary to the Privilege of Parliament:"
It is thereupon ORDERED, by the Lords Spiritual and
Temporal in Parliament assembled, That the Keeper of the Prison of
The Marshalsea be, and is hereby, required forthwith to
discharge the said William Clerke from his said
Imprisonment, as he will answer the con trary to this House; and this shall be
a sufficient Warrant on that Behalf.
To the Keeper of the Prison of The Marshalsea, his Deputies and Turnkeys, and every of them.
Ireton and Hemmings sent for.
Upon Complaint made this Day to this House, "That
William Clerke, owned by the Earl of Rochester, a Peer of this Realm, to be his menial Servant, is
arrested, by Thomas Hemings, at the Suit of
John Ireton Esquire, now sitting the Parliament, contrary
to the Privilege of Parliament, and is detained in Prison upon the said
Suit:"
It is thereupon ORDERED, by the Lords Spiritual and
Temporal in Parliament assembled, That the said John
Ireton and Thomas Hemings be, and are hereby,
required to appear at the Bar of this House, to answer to the said Complaint,
on Tuesday the 18th Day of this Instant March, at Ten of the Clock in the Forenoon: And hereof they may
not fail.
Last Prorogation to be considered.
The House was moved, "To consider, whether the last
Prorogation made a Session."
And, after Debate, it is ORDERED, That the further
Consideration be resumed on Monday Morning next; and the
Judges to be heard what they can say therein.
ORDERED, That, on Tuesday Morning
next, this House will take into Consideration His Majesty's and the Lord
Chancellor's Speeches.
