PRAYERS.
King present.
The King being set in His Royal Throne, arrayed
with His Regal Robes, the Peers being likewise in their
Robes; His Majesty commanded the Gentleman Usher
of the Black Rod to signify His Pleasure to the House
of Commons, "That they come up presently, with their
Speaker, to attend His Majesty."
Who being come, His Majesty made the following
Speech:
His Majesty's Speech.
"My Lords and Gentlemen,
"I am glad to see you here again, to tell you what
I have done in this Interval, which I am confident you
will be pleased with, since it is so much for the Honour and Security of this Nation.
"I have made a League defensive with The States
of The United Provinces, and likewise a League for an
efficacious Mediation of Peace between the Two Crowns,
into which League that of Sweden by its Ambassador
hath offered to enter as a Principal.
"I did not at our last Meeting move you for any
Aid, though I lie under great Debts contracted in the
last War. But now the Posture of our Neighbours
Abroad, and the Consequence of this new Alliance,
will oblige Me, for our Security, to set out a considerable Fleet to Sea this Summer; and besides, I
must build more great Ships; and 'tis as necessary that
I do some Things in order to the fortifying some of
our Ports. I have begun something Myself in order
to these Ends; but, if I have not your speedy Assistance, I shall not be able to go through with it;
wherefore I do earnestly desire you to take it into your
speedy Consideration; for the Loss of a little Time
now may beget a Prejudice not to be repaired. And
for the settling a firm Peace as well at Home as
Abroad, One Thing more I hold Myself obliged to
recommend to you at this present; which is, that you
would seriously think of some Course to beget a better
Union and Composure in the Minds of My Protestant
Subjects in Matters of Religion; whereby they may
be induced not only to submit quietly to the Government, but also chearfully give their Assistance to the
Support of it."
His Majesty after this withdrew.

Then the House ordered the Lord Chamberlain to
wait upon His Majesty, and return Him the humble
Thanks of this House, for His Gracious Speech this Day;
and to desire His Majesty would be pleased to give Order that the same may be printed and published.
L. Holles to bring in a Writ of Error, to reverle the Judgement against him, Sir J. Elliot, & al.
The Earl of Dorsett moved, "That the Lord Holles
would be mindful of bringing in the Writ of Error for
reversing the Judgement given formerly in the King's
Bench against Sir John Elliot and others."
And his Lordship promised to expedite the bringing
of it in what he could.
Order to be observed when His Majesty is present.
The House taking Notice of the great Disorder by
the Crowd of People this Day, when His Majesty was
present:
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That it is referred to the
Consideration of the Committee for Privileges, to consider of some Course, how the Order, Dignity, and Respect
to this House, may be better observed and preserved,
when His Majesty is here; and report their Opinion
therein to this House.
Harris, Ld. Berkley's Servant, arrested.
Upon Complaint made to this House, "That Mr.
Richard Harris, of Barnstable, in the County of Devon,
being Servant to the Lord Berkeley of Stratton, a Peer
of this Realm, and so owned by his Lordship, was,
on the Five and Twentieth Day of November last,
arrested (sitting the Parliament), contrary to the Privilege of Parliament, at the Suit of Mr. John Seldon,
and imprisoned in the Prison at Barnstable aforesaid,
where other Plaints were soon after entered against
him, at the Suit of Mr. Joseph Delbridge and Mr.
Robert Chichester, who knew the said Richard Harris
to be Servant to the said Lord Berkley at the Time of
the Arrest:"
Seldon, Delbridge, et al. sent for.
It is ORDERED, by the Lords Spiritual and Temporal
in Parliament assembled, That the said John Seldon,
Joseph Delbridge, and Rob't Chichester, be, and they are
hereby, required, forthwith upon Sight of this Order,
to appear at the Bar of this House, to answer for their
said Offences; and hereof they may not fail.
