Upon the Indisposition of the Lord Keeper, disabling
him for giving his Attendance upon the House this
Day, a Commission was produced, under the Great
Seal of England, to authorize the Lord Chief Justice of
the Common Pleas, to supply the Place of Speaker in
the Absence of the Lord Keeper.
The said Commission was read, before Prayers, as
follows:

"Charles the Second, by the Grace of God, King
of England, Scotland, France, and Ireland, Defender of
the Faith, &c. to Our Trusty and Well-beloved Sir
John Vaughan Knight, Chief Justice of Our Court of
Common Pleas, Greeting. Whereas Our Right Trusty
and Right Well-beloved Counsellor Sir Orlando Bridgman Knight and Baronet, Lord Keeper of Our Great
Seal of England, is very often infirm and indisposed
in his Health, so as he cannot constantly attend in
the Upper House of our Parliament now sitting at
Westm. continued, by Prorogation, from the Eleventh
Day of December last, to the Fourteenth Day of this
instant February, there to supply the Room and Place
in the said Upper House, amongst the Lords Spiritual
and Temporal there assembled, as to the Office of
Lord Keeper of Our Great Seal hath been accustomed: We, minding the same Place and Room to
be supplied in all Things as appertaineth, for and
during every Time of his Absence, have named and
appointed you, and by these Presents do constitute,
name, and appoint, and authorize you, in the Time
and Times of Our said Lord Keeper's Absence from
his accustomed Place in the said Upper House, to occupy, use, and supply, the said Room and Place of
Our said Lord Keeper, in the said Upper House,
amongst the Lords Spiritual and Temporal there assembled, at the said Day and Time of his Absence,
and then and there to do and execute all such Things
as Our said Lord Keeper of Our Great Seal of England should or might do, if he were there personally present, using and supplying the same Room: Wherefore
(fn. *) We will and command you, the said Sir John Vaughan,
to attend to the Doing and Execution of the Premises
with Effect. And these Our Letters Patents shall be
your sufficient Warrant and Discharge for the same.
In Witness whereof, We have caused these Our Letters to be made Patents.
"Witness Ourself at Westm. the Fifteenth Day of
February, in the Two and Twentieth Year of
Our Reign.

After this, the Lord Chief Justice took his Place as
Speaker.
PRAYERS.
The King to be attended concerning the Union:
The Lord Chamberlain acquainted the House, "That
the Lord Steward and himself, according to the Directions of this House, have waited on the King, to know
His Pleasure, what Time both Houses of Parliament
should attend Him, to present the Vote concerning
the Union of both Kingdoms to Him; and His Majesty
hath appointed this Afternoon, at Four of the Clock,
in the Banqueting House at Whitehall, for that Purpose."
Message to H. C. about it.
A Message was sent to the House of Commons, by
Sir Justinian Lewin and Doctor Crofts:
To acquaint them, that the King hath appointed this
Afternoon, at Four of the Clock, in the Banqueting
House at Whitehall, for both Houses to attend Him, to
present the Vote of both Houses to Him, concerning the
Union between the Two Kingdoms.
Lord Strangford's Bill.
The Earl of Denbigh reported, "That the Committee
have considered the Bill concerning the Lord Strangford, and have heard all Parties therein concerned,
and have made some Alterations therein, which are
offered to the Consideration of the House."
The said Amendments and Alterations, being read
Twice, were agreed to; and the Bill is ordered to be
engrossed, with these Alterations and Amendments.
Lady Routh's Bill.
The Earl of Dorsett reported from the Committee,
the Bill to enable the Lady Elizabeth Routh to sell Land,
for the Payment of Debts, as fit to pass, with a Proviso
to be added thereunto.
The said Proviso was read Twice, and Agreed to;
and the Bill ordered to be engrossed, with the said
Proviso.
Stroud's and Countess of South'ton's Bill.

vice lecta est Billa, "An Act concerning
disposing of a House and Lands belonging to the
Sisters and Coheirs of Margaret Stroude."
The Question being put, "Whether this Bill
shall pass?"
It was Resolved in the Affirmative.
Message to H. C. with it, and Sir R. Banks Bill.
A Message was sent to the House of Commons, by
Sir Justinian Lewin and Doctor Crofts:
To deliver them the Bill for disposing the House and
Lands of the Sisters of Margarett Stroude; and to desire
their Concurrence thereunto.
Also to acquaint the House of Commons, that this
House hath passed the Bill concerning Sir Ralph Banks.
The Earl of Winchilsea is added to the Committee
for the Bill concerning Wool, &c. and the Earl of
Bridgwater is added to the Committee for the Bill concerning Sir Francis Fane.
Lady Roos's Petition against Ld. Roos's Bill.
ORDERED, That the Petition of the Lady Anne Roos
shall be read on Thursday the Seventeenth of this Instant March, when this House shall resume the Debate
of the Bill, intituled, "An Act for John Mannors,
called Lord Roos, to marry again, living his Wife,
from whom he is divorced."
Bill against Conventicles.
ORDERED, That the Bill, intituled, "An Act to prevent and suppress seditious Conventicles," shall be read
the Second Time in this House on Monday Morning next,
the First Business.
Grenvile versus Elwes.
Upon reading the humble Petition of Bernard Greenvile Esquire, and the Resolves of this House, made the
12th and 25th and 29th Days of November last, to the
said Petition annexed:
It is thereupon ORDERED, by the Lords Spiritual
and Temporal in Parliament assembled, That this House
will take the said Petition into Consideration on Tuesday
Morning next; and that in the mean Time the Lord
Keeper shall have a Copy of the said Petition and Resolves shewed unto him.
Lord Newport Privilege. Colles versus Price.
Upon Complaint made to this House, by the Lord
Newport, and Oath made at the Bar of this House, by
Thomas Childe an Attorney at Law, and John Wilson,
"That John Colles, his Lordship's menial Servant, hath
been sued in Michaelmas Terme last, sitting the Parliament, contrary to the Privilege of Parliament, by
Thomas Price, of The New Exchange, in the Liberty
of Westm. he being precautioned that the said John
Colles was his Lordship's Servant, but would not take
Warning thereby:"
It is thereupon ORDERED, by the Lords Spiritual
and Temporal in Parliament assembled, That the Serjeant at Arms attending this House, or his Deputy, shall
forthwith attach the Body of the said Thomas Price, and
bring him in safe Custody to the Bar of this House, to
answer his said Offence: And this shall be a sufficient
Warrant on that Behalf.
