Message from H. C. for a Conference on the Highways Bill.
A Message was brought from the House of Commons, by Sir Thomas Clargis and others:
To desire a Conference, upon the Subject-matter of
a late Conference, concerning the Amendments in the
Bill for repairing the Highways.
The Answer returned was:
Answer.
That this House will give a Conference, as is desired;
and appoints the same to be presently, in the Painted
Chamber.
The same Lords who formerly reported the Conference concerning this Business are appointed to report
this Conference.
The House was adjourned during Pleasure, and the
Lords went to the Conference; which being ended, the
House was resumed.
Report of the Conference.
Then the Earl of Bridgwater reported the Effect of
the Conference with the House of Commons, concerning the Amendments in the Bill for repairing the
Highways and Bridges. He said, "That the House of
Commons agrees in all the Amendments in the said
Bill, excepting to that of the Number of Horses to
go at Length, which the House of Commons desires
may be Five, because else it will make so great an
Alteration in Husbandry, and be so great a Charge,
that it will undo Husbandmen. Besides, the Commons say, That no Bulk can be drawn by Three
Horses; that the old Bill did stint the Number of
Horses to Six, whereas the new Bill will admit them to
have as many as they will, so they go in Pairs, and
that will bring the Interest of all Men to be for going
Double; and some Ways are so narrow that Horses
cannot go Two abreast: For these and other Reasons offered, the House of Commons adhere to the
Number of Five Horses, and desire their Lordships
Concurrence therein."
The Question being put, "Whether to agree with
the House of Commons in this Particular, for
allowing Five Horses to be at Length in a
Team?"
It was Resolved in the Affirmative.
Morris and Clayton versus Dove.
ORDERED, That the Cause of Morris and Clayton,
against Dove, shall be heard, by Counsel, at this Bar,
on Friday Morning next.
Bill for Sale of Fee-fartz Rents.
A Message was brought from the House of Commons, by Mr. Solicitor and others:
To return the Bill for advancing the Sale of Feefarm Rents; to which they have agreed, with some
Alterations and Amendments, and desire their Lordships
Concurrence therein.
ORDERED, That these Amendments shall be read
To-morrow Morning.
Imposition on Brandy Bill.
The House took into Consideration the Business concerning Brandy.
And the Question being put, "Whether the Lord
Chief Justice of the Common Pleas shall be
now desired to repeat the Evidence given at
this Bar touching Brandy?"
It was Resolved in the Negative.
Then, for the better Debate of this Business concerning Brandy, the House was adjourned into a
Committee.
The House being resumed;
It is ORDERED, That, at Ten of the Clock Tomorrow Morning, this House shall be put into a Committee, to proceed further in the Consideration of the
Business concerning Brandy.
