Excise.
THE House, according to the former Order, was
this Day resolved into a Grand Committee, touching
the Grand Excise.
Mr. Speaker left the Chair.
Mr. Garland took the Chair.
Mr. Speaker resumed the Chair.
Mr. Garland reports from the said Grand Committee,
That they have adjourned to Friday next.
Resolved, That the House be resolved into a Grand
Committee concerning the Excise, on Friday next, at
Eight of Clock: And that Mr. Speaker do then forbear
to take the Chair.
Reduced Officers.
Ordered, That the Report touching the reduced Officers
under the late Lord Fairefax be made This-day-severnight, the first Business; nothing to intervene.
Writs of Error.
A Bill for Redress of and Prevention of Mischiess and
Delays arising to the People by Writs of Error, was this
Day read the Second time; and, upon the Question,
committed to Sir Arth. Hesilrige, Mr. Scott, Mr. Lechmere, Sir Henry Vane, Mr. Ashe, Alderman Allen,
Mr. Leman, Mr. Ash, Colonel Jones, Mr. James Challoner, Earl of Pembroke, Mr. Weaver, Major Salwey,
all the Lawyers of the House; or any Five of them:
And the Care of it is committed to Sir Arthur Hesilrige and Mr. Lechmere: With Power to this Committee
to present unto the House any other Bill for rectifying
any other Proceedings in the Law, for the Good of the
People: And this Committee, or any Five of them, are
to meet To-morrow in the Afternoon, in the Exchequer
Chamber: And all that come to this Committee are to
have Voices.
Resolved, That the Petition of Mr. Weaver, a Member
of this House, be referred to that Committee; to take the
same into Consideration; and to examine the Truth of it;
and to report to the House their Opinion, how the
Petitioner may be relieved therein.
Delinquents Estates.
A Bill for ordering, managing, and letting, the Estates
of Papists and Delinquents sequestred, was this Day read
the First and Second time; and, upon the Question,
committed to Mr. John Ashe, Sir Arthur Hesilrige, Sir
Henry Vane senior, Mr. Dove, Sir Wm. Masham, Mr.
Pury, Mr. Attorney, Mr. Lechmere, Sir James Harrington, Mr. Lislebone Longe, Mr. Bond, Colonel Wayte,
Colonel Purefoy, Mr. Browne, Sir Henry Mildmay, Lord
Commissioner Whitelock, Lord Commissioner Lisle, Colonel Birch, Mr. Scott, Colonel Fielder, Mr. Leman, Mr.
Salwey, Mr. Lister, Alderman Allen, Mr. Masham, Colonel Rich, Mr. Hallowes, Colonel Ven, Sir John Bourchier, Sir Wm. Allenson, Mr. Weaver, Mr. Nelthorpe,

And this Committee are to meet this Afternoon at Two of
the Clock, in the Painted Chamber.
Ordered, That it be referred to the Committee at
Goldsmiths Hall, to state the Case to the House, touching
allowing Judgments, Statutes, Mortgages, and Recognizances, to which the Estates of Delinquents, who shall
compound, are liable; and report the same to the House.
Norfolk Weavers.
Ordered, That Mr. Garland do make Report touching
the Weavers and Yarnmen of Norwich and Norfolk, Tomorrow-sevennight, the first Business.
Delinquents Appeal.
Ordered, That the Barons of the publick Exchequer
have, and are hereby authorized and impowered to use
and exercise, in all Cases of Appeal now depending, or
which shall depend before them, by Delinquents or others,
all such Powers and Authorities as the late Committee
of Lords and Commons for Sequestrations had, by any
Ordinance of Parliament, in Cases of Appeals.
Aylesbury Borough.
Major Salwey reports from the Committee to whom the
Petition of Aylesbury was referred, touching their Right of
Common Pasture Grounds, and how the same may be
settled and confirmed to the Inhabitants of the said Borough of Aylesbury:
We find, That the Fine imposed on Sir John Packington, for his Delinquency, is Seven thousand Six hundred
Seventy Pounds; whereof he hath paid Three thousand
Five hundred Pounds: We further find, That the Estate
belonging to the said Sir John Packington, mentioned in the
said Order, is of the yearly Value of One hundred Ninety
Pounds: Which if it please the House to confer upon
the Inhabitants of the Borough of Aylesbury; the Committee think fit to allow unto the said Sir John Packington the Sum of Two thousand Six hundred Seventy
Pounds, out of his said Fine: So that there will remain
to be paid by Sir John Packington, over and above Three
thousand Five hundred Pounds already paid, the Sum of
Fifteen hundred Pounds.
Resolved, That this House doth agree with the Committee herein: And that the said Committee do give Order for settling the Estate by Sir John Packington upon the
Inhabitants of Aylesbury; and thereupon allow unto him
the Sum of Two thousand Six hundred Seventy Pounds,
out of his said Fine, in lieu thereof, accordingly.
Ordered, That Mr. Attorney General be authorized
and required to prepare a Grant of the Estate of Sir John
Packington, in the said Order and Report mentioned to
be made to the Inhabitants of the Town of Aylesbury, if
they shall require it: And that the Lords Commissioners
for the Great Seal of England be authorized and required
to pass the same under the Great Seal of England.
Excise.
Resolved, That the House be resolved into a Grand
Committee To-morrow Morning, upon the Business of
the Excise: And that the Speaker do leave the Chair
accordingly.
Army Accompts.
Whereas some Soldiers belonging to several Troops of
Horse, now in the Parliament's Service in this Nation, are
to be reduced: And to the end such of them as shall engage for Ireland may receive Encouragement and Dispatch:
It is Ordered, by the Parliament, That the Accompts of
such of the said Soldiers as their several Captains shall,
under their respective Hands and Seals, certify to engage
for Ireland, be forthwith stated, and Debentures given
them, by the Committee of Accompts for the Soldiery,
sitting at Worcester House: Who are therein to proceed,
in such sort and manner as Accompts were stated, and
Debentures given, for those who engaged with the Lord
Lieutenant of Ireland, in the late Expedition thither:
Which the said Committee are also to do for the Officers
and Soldiers of Colonel Henry Cromwell's Regiment, which
is also speedily to go over. Provided, That this Priority of
stating their Accompts shall be void, and no way advantageous unto any such of the said Soldiery as shall not go
to Ireland according to such Engagement.
