Prayers.

Army Supply.

MR. Pury reports from the Committee of the Army, Their Opinion;

"That, upon Consideration of the State of the present Assessments, and other Monies already appointed for the Use of the Armies in England, Scotland, and Ireland, and what other Supplies are at present further necessary; it is further offered to the Consideration of the Parliament, if they think fit."

"That, for a Foundation of Credit for the Treasurers at Wars to procure the Advance of Monies, for the Payment and present Supply of the Army in the North with Provisions necessary, there be appointed, for the Use of the Army, Seventy thousand Pounds, to be paid out of the Receipts of Goldsmiths Hall, out of the Monies coming in, as well upon Sequestrations as Compositions, next after the Fifty thousand Pounds already charged upon those Receipts, towards the Maintenance of the Forces in England."

"That Fifty thousand Pounds be appointed for the Use of the Army, out of the First Monies that are or shall come in upon doubling upon the Sale of Delinquents Estates."

"That the Monies which shall come in upon doubling upon the Sale of the Remainder of Deans and Chapters Lands, yet unsold, shall, next after the Monies already charged by Acts of Parliament to be satisfied out of those Lands, be appointed for the Use of the Army."

"That the House will be pleased to take into Consideration the Sale of all Demesnes and Glebe Lands, belonging to Rectories Impropriate, together with the said Rectories and Tythes Impropriate: And that the Monies which shall come in upon doubling upon the Sale of those Lands, &c. may be appropriated to the Use of the Army."

"That Mr. Pury be desired to report this to the House; and also to acquaint them, That, after the Twenty-ninth of September next, the Assessments being but Sixty thousand Pounds per mensem, there will be, besides that, wanting, to make up what the Charge of their Armies amounts to, about the Sum of Ninety thousand Pounds a Month; and that therefore the House will be pleased timely to provide for the same."

Resolved, That, for the Payment and present Supply of the Army with Provisions necessary, Seventy thousand Pounds be paid out of the Receipt of Goldsmiths Hall, out of the Monies coming in as well upon Sequestrations as Compositions, next after the Fifty thousand Pounds already charged upon those Receipts, towards the Maintenance of the Forces in England: And that the Commissioners for Compounding be authorized and required to issue their Warrants to the Treasurers of Goldsmiths Hall, to make Payment of the said Seventy thousand Pounds to the Treasurers at War, for that Purpose: Whose Acquittance and Acquittances shall be a sufficient Discharge to the Treasurers at Goldsmiths Hall for the same.

Resolved, That the Door be shut until Twelve of the Clock.

Army Supply.

Resolved, That Fifty thousand Pounds be appointed to the Use of the Army, out of the first Money that shall come in by way of doubling on Delinquents Lands appointed to be sold.

Resolved, That Fifty thousand Pounds be charged upon the Monies to be raised by the Sale of Delinquents Estates, for Ammunition, and such other Necessaries in that kind, as the Council of State shall think fit and order.

Resolved, That the Monies that shall come in upon doubling upon the Sale of the Remainder of Deans and Chapters Lands, yet unsold, next after the Monies already charged, by Acts of Parliament, to be satisfied out of those Lands, be appointed, and shall be applied, for the Use of the Army.

Delinquents Estates.

Mr. Garland reports from the Committee, Amendments to a Bill touching Discoveries of Concealments: Which were twice read; and the Bill, upon the Question, re-committed upon the Debate to the same Committee: And all that come to have Voices: And the Committee are to meet at Two of the Clock this Afternoon, in Mr. Speaker's Chamber.

Resolved, That the Commissioners for Compounding be authorized and required to pay to Mr. Wilcox, out of the Monies paid in to Haberdashers Hall, upon Discoveries made by him, such Monies as are payable unto him, out of such Discoveries, by an Ordinance of Parliament of the Two-and-twentieth of March 1647.

Delinquents Estates.

Mr. Pury further reports from the Committee for the Army, Several Votes for the Removal of Obstructions in the Bringing in of Money, upon Sequestrations and Compositions.

Resolved, That the same Penalty shall be inflicted on such Treasurers, or other Receivers, for the Time being, of the Rents of sequestrated Estates, as shall receive any Monies upon Sequestrations; and not return the same into the Treasury, or acquaint the Commissioners for Compounding therewith, within Fourteen Days after the Receipt thereof, as was imposed by Act of Parliament, of 25 Januarii last, on such Treasurers and Receivers as should not pay the Monies which they had received, or were accountable for, before the First of April then next following.

Resolved, That such Power shall be, and is hereby, given to the Commissioners for Sequestrations, in the respective Counties, to send for Witnesses, and to compel them, in Case of Refusal, to attend and answer, as former Committees for Sequestrations, in the like Case, had.

Resolved, That the Commissioners for Compounding be impowered to allow, and issue forth, Warrants, for the Payment of Fifth Parts to the Wives and Children of Delinquents and Papists, in Arms; and Third Parts to Papists not Delinquents; and Quit Rents, Annuities, and Rent Charges; which, by the Act of 25 Januarii last past, are allowable out of sequestred Estates; notwithstanding the Act of Fifteenth of April last, or any thing therein contained.

Resolved, That the Commissioners be impowered to issue out their Warrants, for the Payment of such Quit Rents, Out Rents, and Issues, as the Parliament have already authorized the said Commissioners to make; and the Arrears thereof, which have accrued since 24 Decembris last; and to repay Monies with them deposited, or unduly received, since that time, or that shall hereafter be so deposited, or unduly received; as they shall see Cause.

Resolved, That all such as having informed of any for Delinquency, shall forbear Prosecution thereof, without acquainting the Commissioners therewith; and also such as shall compound, or offer to compound, with the Party against whom Information is exhibited; and also such as shall suborn, and endeavour to suborn, Witnesses; the Commissioners are hereby impowered to punish, by Imprisonment, till the Pleasure of the Parliament be known therein, or that the Commissioners shall see Cause to release them.

Resolved, That the said Commissioners be hereby impowered and authorized to issue forth their Warrants, for the Payment of Salaries, and incident Charges, with the Approbation of the Committee of the Army: And that the Committee of the Army do report the Particulars of such Salaries to the Parliament.

Resolved, That the Commissioners for Compositions be impowered to adjourn to any Place or Places they shall think fit, within the late Lines of Communication.

Resolved, That the said Commissioners be, and are hereby, impowered and authorized to give Licences to such Persons whose Cases are, or shall be, depending before them, to come, and to continue, in or about London, for so long as their personal Attendance is requisite; the Names of such Persons being first presented by them, to the Council of State; and being allowed by them, together with the Time of their Stay, for that Purpose.

Resolved, That the Salary of Three hundred Pounds per Annum be allowed to the Commissioners for Compounding, to be paid unto each of them from the time of the Act whereby they were made Commissioners: And that the Committee of the Army be authorized and impowered to issue Warrants to the Treasurers of Goldsmiths Hall, to make Payment of the Arrear of the said Salaries, from time to time, to each of the said Commissioners respectively, out of that Treasury; and so from time to time, as the same shall grow due: And such Warrant, together with the Acquittance or Acquittances of the said respective Commissioners, shall be a sufficient Discharge to the said Treasurers for the same.

Resolved, That, on This-day-sevennight, the House do take into Consideration the Business touching disposing of Papists Estates, for the best Advantage of the Commonwealth: And that Mr. Speaker do put the House in mind thereof.

Resolved, That, in all Cases of Discovery of Delinquents Estates, lately depending before the Committee of Haberdashers Hall, or Goldsmiths Hall, or now depending before the Commissioners for Compositions and Sequestrations, the said Commissioners have Power, and are hereby authorized, to give their Warrants for the Issuing forth of a Fifth Part of all such Sum or Sums that already is, or shall be, brought in upon such Discoveries, so depending, as well by way of Composition as Sequestration; as also any greater Sum, which, by any particular Order of Parliament, is allowed to any such Discovery.
