Prayers.
Peterborough Election.
MR. Turner makes Report from the Committee for
Privileges and Elections, upon the double Return
for the City of Peterborough; that, upon Examination of the Fact, it appeared, that Humphry Orme Esquire had, without Dispute, the greater Number of Votes;
and the Question remained betwixt Francis St. Johns
Esquire and Charles Lord Delespencer; and that, after
Allowance made of Fourteen Voices to the Lord Delespencer, which the Committee conceived fit to be allowed
him, and substracting from Mr. St. Johns Eighty-three
Votes, which, upon the Grounds now opened, the Committee conceived fit to be substracted, and Seventy-one
Votes from the Lord Delespencer, concerning which the
Committee had passed several Resolves, and which the
Counsel for the Lord Delespencer did consent should
be withdrawn, it appeared that the Lord Delespencer had
a greater Number of Voices than Mr. St. Johns, and
was therefore duly elected, and ought to sit in this
House.
Resolved, That this House doth agree with the said
Committee, that the said Mr. Orme and Charles Lord
Delespencer are duly elected, and do sit in this House.
Proceedings against the Regicides.
Resolved, That the Serjeant at Arms attending this
House, be, and is hereby, impowered to seize all Goods
belonging to any of the Persons, who sat in Judgment
upon the late King's Majesty, when the Sentence of Death
was pronounced against him, and to secure and dispose
them, so as they may be forthcoming for his Majesty's
Service: And that the Seven Horses, late of Oliver Cromwell's, and all other such Horses belonging to any of the
said Persons, as are, or shall be, seized by the said Serjeant at Arms, be carried to the Mews, and there kept
for his Majesty's Use.
Double Elections.
Ordered, That the Members of this House, who are
double elected, and neither of their Elections questioned,
do make their Elections by Thursday next; or, in Default
thereof, the House to elect for them.
Committee.
Ordered, That the standing Committee of this House
be posted up at the Door of this House, that Persons
may take notice where they sit.
Peterborrough Return.
The Clerk of the Crown in Chancery came up to the
Clerk's Table; and there amended the Return for the
City of Peterborough, and inserted the Name of Charles
Delaspencer, instead of the Name of Francis St. Johns,
Esquire.
Privilege- a Person discharged.
The humble Petition of John Mayott, Mayor . .
Abingdon in the County of Berks, was read.
Ordered, That John Mayott, the Mayor of Abingdon,
now in Custody with the Serjeant at Arms attending this
House, be forthwith released of his Imprisonment, and
set at Liberty.
Message from Lords.
A Message from the Lords, by Doctor Child and * *,
Two Masters of Chancery;
Mr. Speaker, the Lords have returned you the Bill
of Assessments, with some Additions and Alterations;
wherein they desire your Concurrence with them.
The Additions and Alterations were read by the Clerk
at the Table, the First time.
The Messengers were again called in; and Mr. Speaker
gave them this Answer;
The House hath considered of your Message; and will
return an Answer by Messengers of their own.
The Additions and Alterations, sent down by the
Lords, were read the Second time.
Resolved, That the House doth agree with the Lords,
that the Names of the Lords be omitted, and not named
Commissioners in this Bill.
And the rest of the Additions, Alterations, and Proviso, sent down by the Lords, being put to the Question, were assented unto.
Ordered, That Mr. Knightly do go to the Lords, to let
them know, that this House hath agreed to the Amendments, Alterations, and Proviso, in the Ordinance for
Three Months Assessments, as the same were sent by
the Lords.
Proceedings against the Regicides.
Mr. Annesley reports from the Council of State, that
Yesterday the Council of State did commit Gregory
Clement Esquire, one of those who sat in Judgment on
the late King, when Sentence of Death was pronounced against him, to the Tower of London for High
Treason.
Resolved, That this House doth approve of what the
Council of State have done, in committing of Mr. Gregory Clement to the Tower of London.
Col. Morley acquaints the House, that there was found
about Mr. Gregory Clement a Book, which may be
serviceable to make a Discovery of his Estate; which
Book he now tendered to be disposed of by this House.
Resolved, That the said Book be delivered to the Members of this House, who are of the Council of State, to
be made use of by them for the Service of the King's
Majesty.
Ordered, That it be referred to Mr. Perrepoint, Mr.
Finch, Serj. Halles, Serj. Maynard, Mr. Turner, Sir Rich.
Onslow, Mr. John Stephens, Mr. Pryn, Serj. Glynn, Mr.
Wesson, Sir Tho. Widdrington, Serj. Twisden, to withdraw,
and, upon the whole Debate of this House, to consider,
how this Money, to be levied by the Ordinance for the
Three Months Assessments, may be the speediest levied
in a parliamentary and legal Way; and report their Opinion therein to the House.
Papists and Recusants.
Ordered, That the Committee, who brought in the Declaration for putting the Statutes in Execution against
Priests, Seminaries, and Popish Recusants, do consider
of the Form of a Proclamation, instead of this Declaration, to be tendered to the King's Majesty.
Irish Rebels.
The Lord Aungier reports, that, according to the Order of this House, he had attended the Lords with the
Declaration concerning the Irish Rebels; and that they
gave him Answer, that they would return Answer by
Messengers of their own.
Assessment.
Mr. Serj. Maynard reports from the Committee appointed to withdraw, an Act relative to the Ordinance of
Assessment for Seventy thousand Pounds by the Month
upon England, for Three Months, for patting the Powers,
Clauses, and Provisoes, in that Ordinance, in Execution;
which was this Day read the First and Second time.
Resolved, That this be the Title to this Act, An Act
for putting in Execution the Powers in an Ordinance
mentioned in this Act.
And the Question being put, That this Bill be committed;
It passed with the Negative.
Resolved, That this Bill be ingrossed; and brought in
on Monday Morning next.
Pardon and Oblivion.
Ordered, That the Amendments to the Act, for General Pardon and Oblivion, be reported on Monday Morning next.
Maimed Soldiers, &c.
The humble Petition of about Two thousand and Five
hundred sick and maimed Soldiers, belonging to Ely House
and the Savoy Hospitals, on the Behalf of themselves, and
above Three thousand Widows and Orphans, Pensioners
there, was read.
Ordered, That the Sum of Fourteen hundred Pounds,
Part of the Two thousand Pounds formerly ordered for
the Relief of the maimed Soldiers, Widows, and Orphans, at Ely House and the Savoy Hospitals, be forthwith paid, for their present Relief; and that the further
Sum of Two thousand Pounds be, and is hereby, ordered
for their further Relief; and that the same be charged
upon the Ordinance of Seventy thousand Pounds per
Mensem, and paid in Course.
Ordered, That it be referred to a Committee to consider, upon the whole Debate, how the maimed Soldiers,
Widows, and Orphans, at Ely House and the Savoy,
may be disposed of, so as they may be provided for in the
future, and the Kingdom be most eased of the Charge;
viz. to Col. Birch, Mr. Knightly, Col. Morley, Sir Wm.
Wheeler, Col. Standish, Alderman Robinson, Sir Anth.
Irby, Mr. Pryn, Mr. Orbe, Mr. Williams, Sir Gilbert
Gerrard, Sir Ralph Hare, Col. King, Sir Wm. Waller,
Col. Shapcott, Sir Rich. Onslow, Sir John Temple, and all
Members of this House, that were of the former Committee, or any Three of them: And they are to meet in
the Court of Wards on Monday next, at Three of the
Clock in the Afternoon.
Ordered, That this Committee have Power to tender
the Ordinance for Three Months Assessment, as a Security for Repayment of the said Two thousand Pounds,
ordered for the Relief of the maimed Soldiers, Widows,
and Orphans, at Ely House and the Savoy, to the
Lenders, with Interest.
Irish Rebellion.
A Message from the Lords, by Doctor Child, Mr. *,
Two Masters of Chancery;
Mr. Speaker, The Lords desire a present Conference
with this House about the Declaration, received this
Morning, concerning the Rebellion of Ireland, in the
Painted Chamber.
Resolved, That a Conference be presently had with the
Lords upon the said Declaration: And that Mr. Finch,
Sir John Temple, Mr. Annesley, Sir Anth. Irby, Lord Aungier, Col. Shapcott, Sir Edward Deering, be a Committee
to manage this Conference.
The Messengers were again called in; and Mr. Speaker
gave them this Answer;
The House hath considered of your Message; and
they do agree to a Conference, as is desired, in the Painted
Chamber.

The humble Petition of Edward Dobbins, Mayor of
East Lowe in the County of Cornwall, was read.
Ordered, That Sir Edward Dobbins, Mayer of East
Lowe in the County of Cornwall, being summoned to

this House, be discharged of his further Attendance, he
paying the Charges of the Summons.
Quieting Possession.
Mr. Pryn reports an Order, touching quieting Possessions of Ministers, Schoolmasters, and other Ecclesiastical Persons, in sequestered Livings, until they are legally
evicted; which was read.
