Hide's, &c. Nat.

An ingrossed Bill for naturalizing Francis Hide, and others, was this Day read the Third time.

Resolved, That Edward Bedell, born at the Buss in Brabant, and Anne Bedell, born at Nienmegen, in Gillerland, Son and Daughter of Wm. Bedell, late of Moulsworth in the County of Huntington, Esquire, be inserted into the said Bill; and so the Bill, with the said Amendments, being put to the Question, passed.

Resolved, That the Title of the said Bill be, An Act for Naturalizing of Francis Hide and others.

That this Bill be sent to the Lords for their Concurrence: And Sir Edward Turner is to carry it to the Lords.

Wards and Liveries.

A Bill, ingrossed, for taking away the Court of Wards and Liveries, and Purveyance, and settling on his Majesty a Compensation for the same, was this Day read the Third time.

Resolved, That in the Third Skin, at the End of the 19 Line, the Words "Timber, Fewel," be inserted into the Bill.

A Proviso was tendered to this Bill; That nothing in this Act shall repeal or make void any Matter or Thing contained in one Act of this present Parliament, intituled, An Act of free and general Pardon, Indemnity, and Oblivion: And that no Person or Persons, his or their Heirs, Executors, or Administrators, shall be liable to any Action, Suit, or Demand, for any Sum or Sums of Money, received since the said Twenty-fourth Day of February 1645, out of the Land or Estate of any Ward within Age, by reason or colour of any Grant, Order, Commitment, or other Disposition, made or granted by his late Majesty, or his Majesty that now is, or by both or either of the Houses of Parliament, or by any Authority, or pretended Authority, derived from them, or any of them; nor for any Sum or Sums of Money, paid since the Twenty-fourth Day of February to any publick Receiver out of such Lands or Estates. Nevertheless, the said publick Receivers shall be accomptable to his Majesty, in such sort as in the said Act of Oblivion is appointed, and not otherwise:

Which was read the First, Second, and Third time; and laid aside.

Another Proviso was tendered to this Bill; that this Act, or any thing therein contained, shall not extend, or be construed to extend, in any Manner, to weaken, or invalidate one Act of Parliament, intituled, An Act of Free and General Pardon, Indemnity, and Oblivion; but that every Clause, Article, Matter, and Thing, therein mentioned and comprised, shall, notwithstanding this Act, or any Matter or Thing therein, remain good and valid, and be of the same Force, Virtue, and Effect, as if this Act had never been made:

Which was read the First and Second time; and, on the Question, agreed unto; and ordered to be Part of the Bill.

Resolved, That in the 3 Skin, 19 Line, after the Word "Fewel," and before the Word "Corn," 20 Line, this Word "Cattle," be inserted.

Another Proviso was tendered to this Bill; that this Act, or any thing therein contained, shall not be prejudicial to Edward Backwell, Alderman of London, as to the Sum of Twenty-eight thousand Four hundred and Fifty Pounds, or any Part thereof, by him advanced upon the Credit of several Orders of this present Parliament, and by them charged on the Receipt of the Grand Excise; that is to say, the Sum of Five thousand Pounds, payable to his Majesty's Surveyor General, for the Repair of his Majesty's Houses, charged by virtue of an Order of the Sixth of September 1660, with Interest for the same; the Sum of Ten thousand Pounds advanced to her Highness the Princess Royal, being charged, with Interest, by an Order of the Thirteenth of September 1660: The Sum of Ten thousand Pounds, payable to her Majesty the Queen of Bohemia, being charged, together with Interest, by an Order of the Thirteenth of September 1660: The Sum of Three thousand Four hundred and Fifty Pounds, payable for Provisions for Donkerke, by Order of the Twenty-sixth November 1660: Which Sum of Twentyeight thousand Four hundred and Fifty Pounds, together with Interest for the same according to the Tenor of the said Orders after the Rate of Six per Cent, shall be paid to the said Edward Backwell, or his Assigns, out of the Grand Excise, and the Arrears thereof, in Course, as is by the said Orders appointed: And, in case the same shall fall short in Payment by the Twenty-fifth of December 1660, that then the Remainder shall continue secured to him, out of the whole Excise in Course, as aforesaid: And that no other Payments be made out of the Excise, but what is appointed, in Course, to precede the same, until the said Debt, due to the said Edward Backwell, be satisfied: And that in case any Part of the Monies due to Alderman Backwell be paid out of that Part of the Excise which shall grow due to the King's Majesty; that then his Majesty shall be reimbursed the same out of the First Monies that shall come in of the Arrears of Excise, that will be due to the said Twenty-fifth of December: And, in case the said Arrears shall not be sufficient, then, out of the remaining Part of the Excise upon foreign Commodities, and other Inland Goods: Which was read the First and Second time:

Resolved, That in the 22 Line of the said Proviso, betwixt the Word "appointed," and the Words "in Course," these Words, viz. "by this present Parliament," be inserted.

Resolved, That these Words, at the Close of the said Proviso, viz. "and, in case the said Arrears shall not be sufficient, then, out of the remaining Part of the Excise upon Foreign Commodities, and other Inland Goods," be left out of the said Proviso.

And the Proviso, so amended, being the Third time read, was, on the Question, agreed unto; and ordered to be Part of the Bill.

Resolved, That in Skin 2, Line 62, after the Word "London," and before the Word "concerning," these Words, viz. "nor of any other City or Town Corporate, or of the Town of Barwicke upon Tweede," be inserted.

A Proviso was tendered to this Bill, concerning a Debt formerly charged on the Court of Wards, by Privy Seal from the late King's Majesty, and claimed by William Powell, alias Hinson, Esquire.

And the Question being put, That the said Proviso be now read;

And so the Question passing in the Affirmative;

Resolved, That this Proviso be now read.

The said Proviso was read accordingly the First time; and was after withdrawn by Mr. Powell.

Another Proviso was tendered to this Bill, concerning a further Allowance for Filling and Leakage of Ale.

And the Question being put, That this Proviso be received;

It passed in the Negative.

And so the Bill, with these Amendments, was, on the Question, passed.

Resolved, That the Title of this Bill be, An Act for taking away the Court of Wards and Liveries, and Tenures in Capite, and by Knights Service and Purveyance; and for settling a Revenue on his Majesty, in Lieu thereof.

Resolved, That this Bill be carried to the Lords: And Mr. Pierrepont is to carry it to the Lords.

Ordered, That, on Monday Morning next, the Committee do report the State of publick Debts.

King's Revenue.

Ordered, That on Monday Morning next, the ingrossed Bill for settling the other Moiety of Excise of Ale, Beer, and other Liquors, on his Majesty, for Life, be read.
