Lords take the Oaths.
The Lords following took the Oaths of Allegiance
and Supremacy, and the Oath of Abjuration,
and also made and subscribed the Declaration,
pursuant to the Statutes; (videlicet,)

State of the Fleet and Trade to be considered.
The Order of the Day being read, for the House to
be put into a Committee, to consider the State of the
Nation, in relation to the Fleet, and the Trade of the
United Kingdom of Great Britain:
Merchants & al. Petition complaining of Losses, for Want of Cruizers and Convoys.
A Petition was offered, and read, of several Merchants
on Behalf of themselves and others, Traders of the City
of London; shewing, "That they have of late been
great Sufferers, and sustained great Losses, by the ill
Timing of Convoys, and Want of Cruizers;" and
praying, "That this House will take the present deplorable Condition of Trade into their serious Consideration, and apply such Remedies as shall be judged most
effectual:"
Ordered, That the same Petition be referred to the
Committee of the whole House.
Then the House (according to Order) was adjourned
during Pleasure, and put into a Committee.
And, after some Time spent therein, the House was
resumed.
And the Lord Herbert reported, "That the Committee had taken into Consideration the Petition of
several Merchants and others, Traders of the City of
London; and had ordered him to report, That it is
the Opinion of the Committee, That the Merchants
and others, Traders of the City of London, should
have Liberty to be heard upon the Matters contained
in their Petition.
"And that a Committee be appointed, to receive Proposals for setting out and encouraging Privateers in
The West Indias.
"Also, that the Committee desired the House would
appoint another Time, for their Lordships to be put
into a Committee again, to consider further of the
State of the Nation, in relation to the Fleet, and the
Trade of the United Kingdom of Great Britain."
To which the House agreed; and appointed the Committees following; (videlicet,)
Committee to consider of it.
Lords Committees appointed to take into Consideration the Petition read this Day in the House, of
several Merchants, on Behalf of themselves and
others, Traders of the City of London, and to
hear the Petitioners as to the Matters contained in
their Petition; whose Lordships have hereby Power
to send for Persons, Papers, and Records; and are
