Dr. Hampden's Privilege.
ORDERED, Valentine Day presently to appear
here, at his Peril, before the Lords, to answer a Petition exhibited to their Lordships, by George Hampden,
Doctor in Divinity, One of His Majesty's Chaplains in
Ordinary. The Complaint was touching the Proceedings against Doctor Hampden at the Common Law, during his Waiting Month before the King.
Bp. of Worcester's Privilege.
Fyges's Arrest.
The Writ of Habeas Corpus cum Causa, etc. granted
9 Junii, for Allen Fyges, Servant to the Bishop of
Worcester, was this Day returned, and read. By which
it appeared, That he was Prisoner in The Fleet, 19°
Jacobi, and had Leave to go into the Country upon
Bonds, etc. where he became privileged by the Bishop
of Worcester's Service, and was now again arrested, in
Time of Privilege. The Lords denied him Privilege,
and remitted him to Prison again.
Subsidy Bill of the Temporalty.
The Lords were put in Mind of the Exception to
the Bill of Subsidy, for naming the Commons only in
the Grant thereof, and omitting the Lords; and of the
Conference agreed to be had with the Commons this
Day, concerning the same.
Whereupon a Message was sent to the Commons, by
Mr. Attorney General, and Sir Edward Salter:
Message to the H. C. for Conference concerning the Lords not being mentioned in the Preamble of this Bill.
That the Lords desire a present Conference, in the
Painted Chamber, by a Committee of both Houses,
about some Matters which may tend to the Preservation of good Correspondency between both Houses.
Answered:
They will attend presently.
Agreed, That the Lord Keeper shall signify unto
the Commons at this Conference "the great Care the
Lords have had, all this Parliament, to continue a
good Correspondency between both Houses, which
is best done when nothing is intrenched upon either
House. To shew them, That, in the Front of the
Bill of Subsidies, which they lately sent up, the
Commons are only named; whereas in many Precedents (but only in the last Parliament) it is,
"[We Your Majesty's most humble and loyal Subjects, in Your High Court of Parliament assembled,
etc.] neither naming the Lords nor yet the Commons: That the Lords conceived this rather to have
happened by some Slip, than done of set Purpose,
To move them, that the Word ["Commons"]
may be struck out; for as the Commons give their
Subsidies for themselves and for the Representative
Body of the Kingdom, so the Lords have the Disposition of their own."
D. of Bucks moves the House that the Name of the Member who scandalized him may be declared to the H. C.
The Duke of Buckingham signified to the Lords,
That one Mr. Lewkenour, a Member of the House of
Commons, is the Party that spake these scandalous
Words of his Grace, which he told them of Yesterday; and that Mr. Lewkenour hath acknowledged to his
Grace, that he spake those Words of him, but would
not name his Author. And his Grace moved their
Lordships, That this might be declared unto the Commons at this Conference; and they to be moved to
cause Lewkenour to produce his Author; which was
respited till the other Matter concerning the Bill of
Subsidy be settled.
The House was adjourned during Pleasure, and the
Lords went to the Conference.
Conference.
Memorandum, That, at this Conference, the Commons
prayed they might propound this Motion of the Lords
touching the Subsidy Bill unto their House; and they
hoped speedily to return, and give their Lordships an
Answer.
The Lords being returned from the Conference, the
House was resumed.

Duke of Bucks renews his Motion touching the Scandal against him.
The Duke of Buckingham moved the House again,
That, after the Conference with the Commons (at their
Return), touching the Amendment of the Subsidy Bill,
he might make the like Protestation unto the Commons,
as he had made here, touching these scandalous
Speeches of his Grace by Mr. Lewkenour; and then
to leave it to them to proceed therein as they please.
His only Endeavour is to stand right in their Opinion.
L. Keeper to intimate the Duke's Desire to the Commons at the Conference.
Agreed, That, in respect of the Shortness of the
Time limited for this Session, the Lord Keeper may,
at the End of the said Conference, intimate the Duke's
Desire unto the Commons.

and others:
Message from the H. C. touching the Preamble to the Subsidy Bill of the Temporalty.
That there is nothing more desired by that House
than the good Concurrence between the Lords and
them, which they esteem an Earthly Paradise. They
have entered into Consideration of the Preposition, to
omit the Words ["the Commons"] in the Subsidy
Bill, which they find to be a Matter of greater Consequence than can be suddenly resolved on. But
To-morrow Morning they will consider of it, and
return an Answer, with all the convenient Speed they
can.
