That (fn. *) they have delivered their Message to the
House of Commons, on Saturday last, concerning the
agreeing (fn. †) to the sending of Ten Thousand Pounds
and Cloaths for the Soldiers to Munster.
E. of Leicester brings in his Instructions, as Lord Lieutenant of Ireland, from the King.
The Lord Lieutenant of Ireland, according to the
Order of both Houses of Parliament, brought in his
Instructions, which he hath received from the King,
concerning the Affairs of Ireland; which, his Lordship
said, was without the King's Knowledge.
Next, he desired their Lordships to take into Consideration to give him a Dispatch, that he may go into
Ireland; for here he is at a great Expence.
Ordered, That this House shall sit this Afternoon, at
Three a Clock, and read these Instructions, and then
communicate them to the House of Commons.
Message to the H. C. to sit P. M. about the Lord Lieutenant of Ireland's Business.
A Message was sent to the House of Commons, by
Dr. Ayliff and Dr. Heath:
To let the House of Commons know, that this House
hath resolved to sit this Afternoon, at Three a Clock;
and, if the House of Commons will sit likewise, this
House will communicate unto them the Lord Lieutenant's
Instructions for Ireland.
Message from the H. C. for the Lords to concur in the following Orders.
A Message was brought from the House of Commons,
by Mr. Rigby:
To desire Concurrence in divers Orders and Votes,
made by the House of Commons.
1. An Order to give Power and Authority to divers
Members of the House of Commons, to appoint Collectors, for receiving Monies, for the raising of Horses.

Agreed.
2. An Order, That Mr. Ashurst, of Middleton, Mr.
Mathewes, and Sir Wm. Strickland, be added to the
Committee for the raising of One Thousand Dragooners.
Agreed to.
3. To desire Concurrence in these Votes:
"Resolved,
"That this House doth (fn. ‡) approve of Alderman Wollaston, Alderman Towes, Alderman Warner, and Alderman Andrewes, to be Treasurers for the receiving
and issuing out of the Monies that are to be brought
in upon the Propositions for raising of Dragooners."
Agreed to.
"Resolved, &c.
"That this House doth approve of Captain Struce,
to be Serjeant Major to the Regiment of Dragooners
to be raised in London; or elsewhere; and that he be
dispensed with for his Absence from his Charge at
Portsemouth, without Prejudice."

in all the Particulars of this Message.
Committee to appropriate the Money, and appoint the Officers, for raising the 1000 Dragoons.
"Whereas divers well-affected Persons have already
subscribed great Sums of Money, towards the advancing of Sixteen Thousand Pounds, for the setting
forth and maintaining of One Thousand Dragooners,
and other Forces, and more are daily expected to
subscribe: It is this Day Ordered, by the Lords
and Commons, That Mr. Rigby, Mr. Holland, Sir
Rob't Harley, Serjeant Wilde, Mr. Ashton, of Downeham, Mr. Glyn, Mr. Spurstowe, Mr. Rich. Moore, or
any Two of them, shall have Power to call together,
when and where they please, a Committee of the Subscribers who have already subscribed; and that Committee, with the Assistance of the said Members of
this House, or any Two of them, shall have Power
to nominate and appoint fit Persons, for Collectors and
Treasurers of the Monies, and for buying and providing of Horse and Arms, and other Ammunition,
and shall have Power to raise Companies of Soldiers,
Voluntiers, and to do all other Things necessary for
the speedy Advancement of the Service; and the said
Members of the House of Commons, or any Two of
them, are required, from Time to Time, to make Report to this House of all the Proceedings in the Premises, for the Approbation thereof: And the Lord
General is hereby desired to allow of such Commanders and other Officers for the said Forces, and
to give Commissions unto them, as the said Committee
shall present unto him, unless he shall find just Cause
to the contrary."
