None to preach but Ordained Ministers and Candidates.

It is this day Ordained and Declared by the Lords and Commons in Parliament assembled, That no person be permitted to preach who is not Ordained a Minister, either in this or some other Reformed Church, except such (as intending the Ministery) shall be alowed for the trial of their Gifts by those who shall be appointed thereunto by both Houses of Parliament.
