Saillaris.
[The bailies, and council] ordanis the acts of parliament tuiching the
saillerris to Flandaris be keipit in all tymes cuming, and because the
baillies ar faschit with the impertunite of cullorit and vnfre merchanttis,
thay statute and ordane that fra this day furth that nowther passinger
nor merchant have license to sale, accept the samyn be granttit in presens
of the counsale, and vpoun counsale dayis allanerlie, and gyf ony baillie or
vther granttis ony license in contrair this present ordinance, he to pay
to the commoun wark the sowme of x lib., vnforgevin.

The baillies and counsale ordanis maister Mychaell Chesholme and
James Ros, thesaurer, to pass this efternone to my Lord Regenttis and
travell for the libertie of our nychtbouris wairdyt in Linlythgow, and to
report his ansuer vpoun Wednisday nixt.

The baillies and counsale and dekynnis foirsaid, vnderstanding that
Henry Kincaid had lauborit and sawin thair yairdis of the Senys, and
put lokis vpoun the durris of the samyn without thair licence, menyng
thairby to put him self in possesioun and appropriat thair landis to him;
quhilk considerit, efter ripe avisement, ordanis the baillies, takand ane
sufficient nomber with thame of nychtbouris, to pass to the said place of
the Senys, tak of the saidis lokis, and cause thair thesaurer put on new
lokis and keyis vpoun the saidis durris, in sing of thair possessioun and
heritable rycht, and forther to cause big vp the sloppis of the saidis yaird
dikis, and charge the said Henry he mak thame na siclik trouble in tymes
cuming.

Townys writing, Fullertoun.
Adam Fullertoun, in presens of the baillies and counsale, producit and
deliuerit the townys writingis following, quhilk he had in keiping, vizt.:—the gyft vnder the greit seill, dischargeing the customes of futfellis and
schorlingis; the copy of the chart of the townys landis disponit to the
Senys; the priuelege of the confrerie of the Hally blud; the chart of the
curettis hous; the copy of the custome roll; the erectioun of the queyr; the
papis confirmatioun vpoun Dumbarnye; the Bull of Dumbarnye: and
vpoun the production thairof the said Fullertoun askit instrumentis, and
protestit to be dischargit.
Reparing of the toure of the auld tolbuith.
[The bailies, council and deacons of craft] ordanis James Ros,
thesaurer, with all diligence possebill, to tak doun the west gavill of the
towre of the auld tolbuith quhilk is rottin and rewynus, for saifing of oure
Souerane Lordis lieges frome the apperand danger thairof, and incontinent
to reedifie and big vp the samyn agane in substantious maner, with all
the housis within the said towre, reparell the samyn with ruf jeistis, lofting,
and vther necessaris of the javillouris duelling houss and pressoun
houssis, as thay war of auld; and the expenssis to be debursit thairvpoun
salbe allowit in his compttis.

The baillies and counsale ordanis James Ros, thesaurer, to prepair the
ovir hous of the turnepike aboue the entre of the Lordis counsale hous,
for the Lordis interpretouris of the lawis; and the expenssis debursit
thairvpoun salbe allowit in his compttis.

Ordour for the pure.
The baillies and counsale ordanis proclamatioun to be maid throughout
the toun be sound of bell, chargeing all beggairis nocht borne within this
toun, or that hes nocht had thair duelling within this toun be the space of
sevin zeris, and nocht enrollit nor appoynttyt for the townys almous,
that thay incontinent remufe thame selffis of this toun and boundis thairof,
vnder the pane of scourgeing, banessing, and burnyng throuch the lug,
but fauouris, because thay haue bene chargit heirto of before and refusit.
And for serching and apprehending of the saidis beggarris, nominattis
the personis vnderwrittin viz:—seirchouris of the beggaris nocht admyttit
to the townys almous [follow names] and the seirchouris to serue for the
first quarter allanarlie, and thairefter vtheris to be put in thair place, be
the avise of the baillies and counsale. And to the effect that the beggaris
apprehendit sall nocht eschew, the counsall foresaid ordanis James Ros,
thesaurer, to graith the briddall hous of Sanct Mary Wynde, put on lokis,
durris, and wyndois vpoun the samyn, for ane presoun hous to the saidis
apprehendit beggarris, vagaboundis, and sic vtheris as sal be tane begand, to
quhome the townys almous is gevin; and commandis the officiarris to obbey
their serchouris during thair offices, as the baillies selffis.
The baillies, counsall, and dekynnis, efter consultatioun and rype
avysement had for the ordour and sustentatioun of the pure, and for
halding of thame in thair houssis, keping thame of the streitis and begging
at mennis duris, ordanis, conforme to the act of secreit counsall laitlie proclamit and publescheit at the marcat cros of this burgh, that all the inhabitantis and vtheris induellaris in the samyn be taxtt and sett be the baillies
and counsall, according to thair discretioun, euery persoun to ane certan
oulklie dewtie for the said pure, to be collectit be the persones efter writtin
euery Setterday efternone in Sanct Gelis Kirk, quhair the saidis collectouris
sall convene, and sit vpoun the resauing thairof for tua houris quhill
thrie houris efternone, all the quhilk tyme and bell sall ring for warning
of the pepill to cum and delyuer thair almous to the saidis collectouris;
quhilk being resauit, to delyuer the samyn incontinent to the dekynnis
appoyntit be the kirk for distributing of the samyn to the pure admitted,
and thir collectouris to serue for the first quarter allanerlie, and gif ony of
thame be absent for causis necessar ane vther to be putt in thair place at
the discretioun of the baillies during the tyme of thair absence. Followis
