Friday, August 10. Present:—Earl of Halifax, Mr. Oswald,
Mr. Pelham, Mr. Hamilton.
Pennsylvania.
Read an Order of His Majesty in Council, dated this day,
approving of James Hamilton Esqr. to be Deputy or Lieutenant
Governor of Pennsylvania, and the Counties of Newcastle,
Kent and Sussex, upon the nomination of the Proprietaries;
and directing this Board to take the usual security for the
observance of the laws of trade, and prepare a draught of such
instructions as have usually been given.

The Secretary at the same time laid before the Board the usual
Declaration under the hands and Seals of the said Proprietaries,
to save the right of the Crown to the Three Lower Counties upon
Delaware River; and also a letter from James Hamilton Esqr.,
the said Lieutenant Governor, proposing Messrs. David Barclay
senior, and David Barclay junior, of the City of London,
merchants, for his securities.
Their lordships approving the said securities, the Secretary
was ordered to transmit the draught of a Bond in the usual form
to the Secretary to the Lords Commissioners of the Treasury,
to be laid before their lordships, to the end that directions may
be given for the security being taken in the usual manner in the
proper office in the Exchequer.
fo. 229.
Ordered, that a draught of the usual instructions to the
Proprietaries, respecting the observance of the laws of trade and
navigation be prepared with all possible dispatch.
Jamaica.
Read an Order of His Majesty in Council, dated this day,
approving a Representation of this Board, proposing William
Dandy Nedham and William Wynter Esqrs. to be of the Council
of Jamaica, and directing the usual warrants to be prepared.
Warrants in the usual form having been accordingly prepared,
were approved, and a Representation to His Majesty therewith
was signed.
Virginia.
fo. 230.
Read an Order of the Lords of the Committee of Council for
Plantation Affairs, dated August 3rd, 1759, approving a Representation of this Board, proposing the repeal of four Acts passed in
Virginia in 1753, 1755, and 1758, and directing the draught of
an instruction to be prepared to the Lieutenant Governor of
that colony respecting his future conduct in the passing of laws.
Ordered, that the draught of an instruction, conformable to
the said Order, be accordingly prepared.
Leeward Islands.
Guadeloupe.
A Representation to His Majesty, proposing that William
Burke, Esqr., may be appointed Secretary and Register of the
island of Guadeloupe, was agreed to, and signed; as was also
a letter to Mr. Secretary Pitt, proposing that Hugh Græme,
Esqr. may be appointed Naval Officer of the said island.

Virginia.
The draught of an instruction to the Lieutenant Governor of
Virginia, respecting his future conduct in the passing of laws,
having been prepared pursuant to order, was agreed to; and a
Report to the Lords of the Committee of Council thereupon
was signed.
A Representation to His Majesty, proposing the confirmation
of an Act passed in Virginia in June, 1757, to impower Armistead
Churchill, Gent. to sell and dispose of certain intailed Lands, was
agreed to, and signed.
Jamaica.
Read a letter from George Haldane Esqr., Governor of
Jamaica, dated the 9th of June, 1759, transmitting several
despositions taken in the Court of Admiralty in that island,
respecting a pernicious trade carried on from the northern colonies
to Monte Christi in the island of Hispaniola.

Their lordships taking the said letter and depositions into
consideration, after some time spent therein, ordered the draught
of a Representation to His Majesty thereupon to be prepared.
Leeward Islands.
Guadeloupe.
Their lordships then took into consideration the state of the
island of Guadeloupe respecting its commerce and civil government; and after some time spent therein, ordered the draught
of a Representation to His Majesty thereupon to be prepared.

The draught of a Representation to His Majesty, respecting
the trade carried on from the northern colonies to Monte Christi
in the island of Hispaniola, having been prepared pursuant to
order, was agreed to, transcribed and signed.

Guadeloupe.
The draught of a Representation to His Majesty, respecting
the commerce and civil government of the island of Guadeloupe,
having been prepared pursuant to order, was agreed to, transcribed and signed.
Pennsylvania.
fo. 234.
The Secretary laid before the Board a certificate from the
King's Remembrancer's Office in the Exchequer, dated this
day, of the Lieutenant Governor of Pennsylvania having given
the proper security in that Office for the execution of his trust.
Whereupon a draught of instructions for the Proprietaries,
prepared pursuant to order, was agreed to, and a Representation
thereupon was signed.
