Trade.

Russia.

Read a letter from the Earl of Bute, one of his Majesty's Principal Secretaries of State, dated the 17th of August, 1761, transmitting the following papers, and signifying his Majesty's commands that this Board do take them into consideration and report an opinion thereupon.
Project of a Treaty of Commerce between Great Britain and Russia, offered on the part of her Imperial Majesty.
Copy of a letter to the Earl of Bute from Mr. Keith, his Majesty's Minister at St. Petersbourg, relative to the said project of a treaty.

Ordered, that the said papers be taken into further consideration on Thursday next, and that the Secretary do write to the Governor of the Russia Company to desire his attendance at the Board that day, together with such other of the merchants trading to Russia as he shall think proper.

Ordered, that the Secretary do transmit a copy of the project of the treaty to the Commissioners of his Majesty's Customs, and desire the favor of their opinion upon such part of it as may any ways relate to that branch of his Majesty's Service within their department; and that the Secretary do also transmit another copy of the said project to his Majesty's Advocate General, to the end that the Board may be favoured with any observation which shall occur to him upon it.

Jamaica.

Read a letter from Mr. Martin, Secretary to the Lords Commissioners of the Treasury, to Mr. Pownall, dated the 20th of August, 1761, inclosing a memorial presented to that Board by the Governor of Jamaica, praying that six hundred pounds may be issued to him as a compensation for expences he has been at in repairing to England from Carolina to receive his Majesty's instructions for the government of Jamaica, upon which memorial the Lords Commissioners of the Treasury desire the opinion of this Board.

Ordered, that the Secretary do write to Mr. Martin to acquaint him, for the information of the Lords Commissioners of the Treasury, that this Board is of opinion that the particular circumstances of Mr. Lyttelton's case do entitle him to some compensation, but that it is not within their department to give any opinion as to the nature and extent of the compensation.

The Secretary laid before the Board the following Orders of his Majesty in Council, viz.
South Carolina.
Order of his Majesty in Council, dated June 25th, 1761, repealing two Acts passed in South Carolina in April, 1759.
Georgia.
Order of his Majesty in Council, dated July 2nd, 1761, confirming an Act passed in the Colony of Georgia in May, 1760, for stamping, imprinting, issuing and making current the sum of seven thousand, four hundred and ten pounds sterling in paper bills of credit, and for applying and sinking the same.

Two Orders of his Majesty in Council, dated July 2nd, 1761, repealing two Acts passed in the Colony of Georgia in November, 1759, and April, 1760.
Nova Scotia.
Order of his Majesty in Council, dated July 2nd, 1761, repealing two Acts passed in Nova Scotia in 1760.
Order of his Majesty in Council, dated July 2nd, 1761, repealing an Act passed in the Province of Nova Scotia in 1760, for explaining an Act entituled an Act to enable proprietors, etc.

Ordered, that the Secretary do transmit the said Orders to the Governors of the respective colonies to which they appertain, and also copies of the Board's reports upon the Acts thereby confirmed or repealed.

Mr. Nettleton, Governor of the Russia Company, attending, as desired, with several of the principal merchants trading to Russia, they were called in, and the project of the treaty having been read to them, they moved the Board for a copy of it, in order that they might communicate it to the rest of the Company of Merchants trading to Russia, and deliver to the Board in writing such observations as should occur to them upon it, which they promised to do with all convenient dispatch; and a copy of the said project, having been prepared for that purpose, was accordingly delivered to Mr. Nettleton, and then they withdrew.
