Friday, April 3rd. Present:—Lord Clare, Mr. Jenyns, Mr.

Nova Scotia.
The draught of a report to the Earl of Shelburne upon the
Nova Scotia Bill for partition of lands in joint tenancy, having
been prepared pursuant to order was approved, transcribed and
signed.
Plantations General.

Read a letter from Sir William Johnson, baronet, Superintendant of Indian Affairs for the Northern District of America,
to the Board, dated January 15th, 1767, relative to the state of
affairs within his department.
Proprieties.
[Pennsylvania].
Read a letter from John Penn, esquire, Lieutenant Governor
of Pennsylvania, to the Board, dated January 21st, 1767, containing an account of manufactures set up and carried on in that
province since the year 1734.
Plantations General.
Ordered, that the Secretary do transmit copies of the abovementioned two letters, to the Secretary to the Earl of Shelburne,
to be laid before his Lordship.
Leeward Islands, Bermuda, Bahama.
Their lordships read and considered several laws passed in the
Leeward Islands, Bermuda and Bahama, together with Sir
Mathew Lamb's reports thereupon.

Plantations General.
Their lordships, having gone through the consideration of the
several Plantation laws now lying before them, were of opinion,
that one general representation should be made upon all such as
are necessary to be laid before his Majesty for confirmation or
disallowance; whereupon the draught of such representation
was ordered to be prepared, and the orders made on the 29th of
January, 10th and 13th of February, and 3rd of March, on the
laws and ordinances of Quebec, Nova Scotia, New Hampshire,
New York and New Jersey, were discharged.

Rice, Mr. Dyson, Mr. Robinson.
East Florida.
Read a letter from the Earl of Shelburne to the Board, dated
March 31st, 1767, transmitting the petition of Mr. Turnbull to
his Majesty, and desiring their lordships to report their opinion
of the utility of introducing Greeks, skilled in the culture of silk
and cotton, into the southern colonies of America, and of the
propriety of granting to Mr. Turnbull the aid he requests.

Their lordships, on consideration of the abovementioned letter
and petition, agreed upon a report thereon, and the report having
been prepared, was transcribed and signed.
Quebec, Newfoundland.
Read a letter from the Earl of Shelburne, dated March 31st,
1767, referring to the Board, for their consideration and report,
several papers relative to claims of property in lands on the
Coast of Labrador, in virtue of grants and concessions from the
Governor of Canada, whilst in possession of France.
Their lordships agreed to take the said letter and papers into
consideration on Tuesday next, the 14th instant,

Trade, Denmark.
Read a letter from Mr. Secretary Conway to the Board, dated
April 3rd, 1767, referring to them, for their consideration and
report, a request of the Consul at Elsingoer, that his Majesty
would intercede with the King of Denmark, that the officers of
the Sound Custom House there, may collect the consullage duties
agreed by the merchants trading to the Baltick to be paid on all
English ships passing the Sound.
Their lordships agreed to take the said letter of reference into
consideration on Tuesday next, and the Secretary was ordered
to write to some of the principal merchants, who have entered
into the agreement referred to, to desire their attendance on that
day.

Pennsylvania.
Read an Order of the Lords of the Committee of Council for
Plantation Affairs, dated the 2nd instant, referring to this Board,
for their consideration and report, sixteen Acts passed in the
Province of Pennsylvania in 1766.
Their lordships took the said Acts into consideration, and after
some time spent therein, ordered, that the draught of a report
thereupon should be prepared.
Georgia.
fo. 119.
The Secretary laid before the Board a memorial prepared by
the King's agent for the affairs of Georgia, to be presented to the
Treasury, praying that he may be enabled out of moneys now
lying in his hands applicable to the service of that colony, to pay
certain certificates of the Governor, granted on account of the
silk culture, etc.; whereupon their lordships approved of the said
memorial being presented, and the Secretary was ordered to
certify the same.

Rice, Mr. Dyson, Mr. Fitzherbert.

Pennsylvania.
fo. 120.
The draught of a representation to his Majesty on several
Acts of the Plantations, having been prepared pursuant to order
on the 3rd instant, was read, approved and ordered to be transcribed; as was also the draught of a report to the Lords of the
Committee of Council on several laws of Pennsylvania, prepared
pursuant to order on the 7th instant.
Trade, Denmark.
Their lordships agreed to postpone the reference from Mr.
Secretary Conway of the application of the Consul at Elsingoer,
to Thursday, the 16th instant, and the Secretary was ordered to
give notice thereof to the merchants summoned to attend on that
business upon Tuesday next.

Monday, April 13th. Present:—Lord Clare, Mr. Jenyns, Mr.
Rice, Mr. Dyson, Mr. Fitzherbert, Mr. Robinson.
Massachusetts.
The Secretary laid before the Board a report of his Majesty's
Attorney and Sollicitor General, dated the 10th instant, upon the
Act passed in the Province of the Massachusetts Bay in December
last, entitled an Act for compensation to the sufferers by the disturbances at Boston in 1765, and for indemnity, etc.

Their lordships took the said Act and report into consideration
and having agreed upon a representation to his Majesty thereupon
a draught of such representation was prepared, approved, transcribed and signed.
Newfoundland.
Ordered, that the consideration of the reference from the Earl
of Shelburne of the claim of certain persons to lands on the Labrador Coast, appointed for tomorrow, be further postponed.

Thursday, April 16th. Present:—Lord Clare, Mr. Jenyns,
Mr. Rice, Mr. Robinson.
Trade, Denmark.
Mr. Nettleton, Deputy Governor of the Russia Company,
attending, with several other principal merchants trading to the
Baltick, on the subject of the application made by the British
Consul at Elsingore, respecting the mode of collecting the
allowances which several of the merchants trading to those parts
had agreed to pay him as their agent, they were called in, and
their lordships having heard what they had to offer thereupon,
they withdrew, and it was ordered, that the draught of a report
to Mr. Secretary Conway be prepared.

Proprieties.
The draught of a representation to his Majesty on several
Plantation laws having been transcribed, pursuant to order, was
signed; as was also a report to the Lords of the Committee of
Council on several laws of the Province of Pennsylvania.
Plantations General.
Read a letter from the Earl of Shelburne, one of his Majesty's
Principal Secretaries of State, to the Board, dated the 9th instant,
signifying his Majesty's commands, that the Board should
report to him an exact account of the salaries allowed on the
civil establishments of the Plantations to governors, judges and
other officers principally employed in the administration of
justice.

An account having been accordingly prepared, as far as can be
collected from the materials in this office, it was ordered to be
transcribed, and a letter to Lord Shelburne, inclosing it, was
signed.
East Florida.
Read a letter from the Earl of Shelburne, one of his Majesty's
Principal Secretaries of State, to the Board, dated the 9th instant,
inclosing a memorial of Mr. Andrew Turnbull relative to the
further disposition of the money granted by Parliament for the
encouragement of beneficial articles of culture in East Florida,
and now remaining in the agent's hands undisposed of.
Their lordships, upon consideration of the said letter and
memorial, agreed upon a report thereon, and a letter to Lord
Shelburne having been prepared, was approved, transcribed and
signed.
fo. 126.
Nova Scotia.
Read a memorial of Mr. John Howard, employed by Captain
Holland in bringing over the survey of Cape Breton, praying that
he may have an allowance in consideration of his care and
expences in that service.
Their lordships approved of his having an allowance of seventy
pounds, to be paid out of the money granted by Parliament to
defray the contingent expences of the Province of Nova Scotia.
New York.
The Secretary laid before the Board a letter to him from
General Monckton, desiring he would acquaint the Board that Mr.
Smith, senior, one of the Council of New York, had desired leave
to resign his seat in the said Council on account of his age and
infirmities.

Virginia, East Florida.
A representation to his Majesty recommending that William
Smith, junior, esquire, may be appointed of the Council of New
York, in the room of William Smith, senior, was signed; as was
also a representation to his Majesty, recommending that George
William Fairfax, esquire, may be appointed of the Council of
Virginia, in the room of Philip Ludwell, deceased; and a representation to his Majesty, recommending that Andrew Turnbull,
esquire, may be appointed of the Council of East Florida.
Grenada.
The Secretary laid before the Board several laws passed by
the legislature of the Southward Charibbee Islands, received from
the Secretary of State's Office, and it was ordered, that they should
be sent to Sir Mathew Lamb, for his opinion thereupon in point
of law.
fo. 128.
Quebec.
Their lordships took into consideration the reference from the
Earl of Shelburne of the claims of several persons to lands and
fisheries on the Coast of Labrador in North America; and it was
ordered, that the papers relative to the said claims should be
referred to his Majesty's Attorney and Sollicitor General for their
opinion of the validity of the said claims.

Trade.
Read a letter from Mr. Secretary Conway to the Board, dated
the 14th instant, referring to them, by his Majesty's command for
consideration and report thereupon, several papers relative to
the establishment of a company at Altona for a herring fishery,
which establishment it is apprehended will prejudice our commerce
in that article at Hamburgh.
Their lordships took the said reference into consideration and
made some progress therein.
