Friday, July 5th. Present:—Mr. Eliot, Mr. Roberts, Mr.
Fitzherbert.
Trade, Africa.
The draught of a letter to the Earl of Suffolk, inclosing the
paper delivered in by the Committee of the Company of Mer
chants trading to Africa, on the subject of the obstruction given
by the officers of the Dutch West India Company to the Portuguese vessels trading with his Majesty's subjects, having been
transcribed pursuant to order, was signed.
Dominica.

The Secretary, at the request of the parties interested, moved
their lordships for their approbation of the assignment to
Alexander Ochterlony, of a lease of lands in the Island of
Dominica, granted by the Commissioners for sale of lands to
Pierre Lapille; and it appearing, that the Governor's consent
had been properly obtained, the Secretary was ordered to certify
their lordships' approbation of such assignment.

Proprieties, Pennsylvania.
fo. 184.
Read an order of the King in Council, dated July 19th, 1771,
approving Richard Penn, Esquire, to be Deputy Governor of
Pennsylvania, during the pleasure of Richard Penn, Esquire,
his uncle, and John Penn, Esquire, his brother, and the survivor
of them, and of the three Counties of Newcastle, Kent and
Sussex, during the King's pleasure only; and directing this
Board to prepare and lay before his Majesty a draught of the
usual instructions to the Proprietaries of that province.
The agent for the Proprietaries of Pennyslvania attending,
delivered in a declaration in the usual form of the said Proprietaries, that the King's approbation and allowance of Richard
Penn, Esquire, to be deputy Governor of Pennsylvania and the
three lower Counties on Delaware river should not be construed
in any manner to diminish or set aside the right claimed by the
Crown to the said three lower Counties.

The agent also delivered a memorial of the said Richard Penn,
proposing David Barclay and John Barclay, both of the City
of London, merchants, to be security for his observance of the
laws of trade and navigation, and for his obeying such instructions relating thereto, as shall be from time to time sent to him
from his Majesty or any acting under his royal authority.
Their lordships accepting the said declaration and approving
the securities, it was ordered, that the draught of a bond in the
usual form should be prepared, and that the Secretary should
transmit the same to the Secretary to the Lords Commissioners
of the Treasury, in order that their lordships may give the
necessary orders for its being executed in the proper office,
and a certificate thereof returned to this Board.

Dominica.
The Secretary, at the request of the parties interested, moved
their lordships for their approbation of an assignment of John
Greg, Esquire, of a lease of lands in Dominica, granted by the
Commissioners for the sale of lands, to Michael and John Baptist
Brenne, and it appearing, that the Governor had given his consent,
it was ordered that the Secretary should certify their lordships
approbation of such assignment.
