At a meeting of his Majesty's Commissioners for Trade and
Plantations.
Thursday, January 30. Present:—Mr. Jenyns, Lord Greville.
The Earl of Hillsborough, one of his Majesty's principal
Secretaries of State, attends.
Plantations General.
Read a petition of William Henry, Earl of Rochford, to the
King, praying his Majesty to direct a grant to be passed to him
of the several islands, grounds and shoals in the bay and within
the river of Delaware, from the mouth of the said bay to Station
point in latitude 41.40, under a payment of such quit rents as
to his Majesty shall seem meet.
fo. 2.
The Secretary having acquainted the Board, that the agent
for the Proprietaries of Pennsylvania had in May, 1767, entered
a caveat on the part of the said Proprietaries against any proceedings upon an application for a grant of the islands
on Delaware without notice to the said Proprietaries, it was
ordered, that notice should be accordingly given to the said
agent of their lordships' intention to take the above mentioned
petition on Thursday next.
Georgia.
Their lordships resumed the consideration of the objections
stated by Mr. Jackson to two laws passed in the colony of Georgia
in the year 1770, mentioned in the minutes of the 18th of last
month, and ordered, that the draught of a letter to the President
of the Council of Georgia upon the subject of the said laws
should be prepared.
Newfoundland.

Their lordships also took into further consideration an order
of the Lords of the Committee of Council for Plantation Affairs
referring the petition of George Milner, complaining of his having
been dispossessed of a fishing post in Newfoundland, and it
was ordered, that the draught of a report thereupon should be
prepared.
Africa.
The Secretary laid before the Board the following paper
received from the Committee of the Company of Merchants
trading to Africa, vizt.
Copy of a letter from David Mill, Esquire, Governor of Cape
Coast Castle, to the Committee of the Company of Merchants trading to Africa, dated 4th of August, 1771.
fo. 4.
Ordered, that an extract be made of so much of the above
mentioned letter as relates to the conduct of the Dutch General
at Elmina with regard to an English vessel retaken by a Dutch
ship from the slaves, and that the draught of a letter to the
Earl of Suffolk, transmitting the said extract to him, for his
Majesty's information, be prepared.
Georgia.
Read an Order of the King in Council, dated January 15th,
1772, disallowing an Act and four Ordinances passed in Georgia
in 1770, for the appointment of persons to various executive
offices in that colony, and directing this Board to prepare and
lay before his Majesty a draught of an additional instruction to
the Governor not to give his assent for the future to any laws
of the like nature.
Plantations General.

Read an Order of the King in Council, dated January 15th,
1772, disallowing two Acts passed in New Jersey in October
1770, and directing this Board to prepare and lay before his
Majesty a draught of an additional instruction to the Governors
of all his Majesty's colonies, restraining them from giving their
assent to any law, by which the lands, &c. of persons, who have
never resided within the colony, shall be made liable to be attached
for the recovery of debts due from such persons.
Georgia, Plantations General.
Ordered, that draughts of additional instructions to the
Governor of Georgia, and to the Governors of his Majesty's
Colonies and Plantations in general, be prepared, conformable
to the above mentioned orders.
Trade.
Read a letter from Samuel Swallow, Esquire, his Majesty's
Consul at Petersburgh, transmitting two lists of goods exported
from thence in the year 1770.
New York.

Read an Order of the Lords of the Committee of Council,
dated November 28th, 1771, referring to this Board, for their
consideration and report, the memorial of Henry Remsen and
his associates, praying his Majesty's confirmation by letters
patent of a tract of land on the Mohawk River ceded to them by
the Indians in 1766.
Ordered, that the draught of a report to the Lords of the
Committee of Council be prepared, conformable to the above
mentioned order.
Trade, East Indies.
Read an Order of the Lords of the Committee of Council,
dated January 10th, 1772, referring to this Board, for their
examination and report, an account of the East India Company's
exports from the 29th of September, 1770, to the 29th of
September, 1771.
Nova Scotia, Georgia, East Florida, West Florida, Senegambia, Plantations General.

The Earl of Hillsborough signified to the Board his Majesty's
commands, that they should prepare and lay before the House
of Commons estimates of what sums will be necessary for supporting the civil establishments of Nova Scotia, Georgia, East
Florida, West Florida and Senegambia for the year 1772, and
also for general Surveys of his Majesty's dominions in America.
Ordered, that this business be taken into consideration on
Saturday next, and that notice be given to the respective agents
to attend.
Dominica, St. Vincent's.
Their lordships considered several applications of persons
interested in leases of lands in the Ceded Islands for their
lordships' approbation and allowance of assignments of the said
leases to British subjects, and it was ordered, that the Secretary
should certify their approbation of such assignments, vizt:

Wynne, Esquire, of nine acres of land in the island of St. Vincent.

Assignment by Jean Baptiste Lecointre to John Boone,
Esquire, of a lease of twenty eight acres of land in the island of
Dominica.
Assignment by Louis Lambert Morandais to Oliver Nugent,
Esquire, of a lease of twenty eighty one acres of land in the island of
Dominica.
