Letter to Mr. Secretary Stanhope.

The draught of a letter to Mr. Secry. Stanhope [fo. 116, 119], ordered yesterday to be prepared in answer to his of the 30th of May, 1715, upon two extracts of letters, from Monsr. D'Iberville the French envoy, relating to the English fishing near port St. Peters, on the coast of Cape Breton, and Col. Nicholson's obliging the inhabitants of Nova Scotia to remove from thence without delay, was agreed and ordered to be transcribed.

A letter from Mr. Secry. Stanhope [fo. 121], dated yesterday, desiring to know whether Newfoundland was intirely in the possession of England, or if any other prince had any part of it in the 1670, when the Treaty was made between this Crown and Spain, by Sir Wm. Godolphin, was read; and directions given for preparing an extract of the representation [fo. 120] made by the Board of Trade the 2nd June, 1709, relating to her late Majesty's right to places in the West Indies and North America, possessed or claimed by the French, in order to be transmitted to Mr. Secry. Stanhope, with their lordships answer to his said letter.

Their lordships considering [Dd. fo. 189] that upon his Majesty's happy accession to the throne, it is necessary new seals be prepared for sealing all publick instruments in his Majesty's Plantations in America, a repn. [fo. 141] proposing his Majesty's giving directions that proper seals be made and sent to each of the said plantations for that purpose was signed.

Ordered that Mr. Bridger [fo. 104, 125] be desired to bring to this Board on Wednesday morning next, his answer to the queries delivered him the 20th of the last month, about timber and other naval stores, with what else he may have to offer on that subject, and that he be acquainted their lordships will not any longer delay their report to his Majesty relating thereto.

A letter from Mr. Drummond of the 2nd of June, 1715, relating to the Flanders tariff of 1684, and the duty upon cloth carried by the river Ourt, into the province of Limburgh was read.

Letter to Lord Townshend.

The draught of a letter to the Lord Viscount Townshend, in answer to his lordships letters of the 26th of April and 20th of May last [fo. 106], upon several papers referred to this Board relating to the trade with the Austrian Low Countries, and the expedient of a provisional regulation of commerce there, was agreed, transcribed and signed.

The extract of the repn. [fo. 118] mentioned in the minutes of the 1st instant, relating to her late Majesty's right to places in the West Indies, and North America, possessed or claimed by the French, was ordered to be inserted in the draught of a letter in answer to Mr. Secry. Stanhope's [fo. 118] of the 31st of the last month relating to the possession of Newfoundland in the year 1670, which being accordingly done, the said dt. was transcribed and signed.

A memorial from Mr. Smith of Glasgow [fo. 108], with the observations of several North British gentlemen upon the extract of Mr. Wich's letter, and the copy of a convention with Hamburgh sent him the 25th of the last month, relating to the herring trade there, was read; and the draught of a letter to the Lord Viscount Townshend in answer to his lordships of the 1st of Febry. and 20th past [fo. 107, 122], on that subject, was agreed and ordered to be transcribed.

An Account of haberdashery [fo. 98] and millinery wares, laces and wrought silks exported to Germany and Holland from Christmas, 1710 to Christmas, 1714, lately received from Mr. Martyn, Inspector Genl. of the Customs, was laid before the Board, and the draught of a letter to the Lord Viscount Townshend, in answer to his lordships of the 11th of the last month [fo. 97], upon the extract of one from Mr. Whitworth his Majesty's plenipotentiary at Ratisbon, relating to our ribbon trade &c. in Germany, was agreed and signed.

Petition of hostages at Martinique.

An Order of Council of the 20th of April, 1715, referring to the Board the petition of Thomas Abbot and Charles Earl, natives and inhabitants of the island of Nevis, relating to the hardships they have suffered, and still He under at Martinique as hostages for the payment of 1400 negroes, according to agreement with the French upon quitting the said island of Nevis, was read, together with the said petition; whereupon ordered that General Hamilton, Col. Jory, and Mr. Nevin be desired to attend the Board on Wednesday morning next, and that the papers in the office upon that subject [fo. 125, 126], be in the meantime, looked out and laid before the Board.

A letter from the Lord Visct. Townshend [fo. 132] of the 10th instant, together with the extracts of two letters from Mr. Wich, dated the 7th and 14th of this month N.S. relating to the herring trade at Hamburgh, were read; whereupon ordered that copies of the said extracts be sent to Mr. Smith of Glasgow [fo. 130], and that he be desired to communicate the same to some of the North British gentlemen here in order to their lordships receiving as soon as conveniently may be, what they have to offer thereupon.

Nevis.

Papers about French invasion.

Hostages. to be further considered.

Several papers relating to the French invasion of Nevis in the year 1706, were laid before the Board [fo. 124], as directed yesterday and the conditions given by the French to the inhabitants of that island at the time of the descent (Leeward Islands, K. No. 59). As also an account of the taking of Nevis by Monsr. D'Iberville, and his breach of the treaty of surrender &c. (K. 64) were read, whereupon their lordships resolved to consider further thereof tomorrow morning, with the petition of the hostages at Martinique, mentioned in yesterday's minutes.

A letter from Mr. Taylour, Secry. to the Lords Commrs. of the Treasury dated the 9th of June, 1715, desiring the opinion of the Board upon the said Bridger's petition &c. for the renewal of his commission, as surveyor of the woods on the continent of America [fo. 128, 205], was likewise read, together with his said petition and reasons for continuing such an officer. Whereupon ordered that what Brigadier Hunter has written relating to Mr. Bridger, be looked out and laid before the Board tomorrow morning.

General Hamilton, Colonel Jory and Mr. Nevin about hostages at Martinique.

Objections to the French demands.

Mr. Buttler.

General Hamilton, Col. Jory and Mr. Nevin attending [fo. 124], as they had been desired, in relation to the petn. of the English hostages, carried to Martinique upon the capitulation of Nevis in 1706, General Hamilton presented to the Board some objections to the French demands against the inhabitants of Nevis, on account of their being compelled to sign two capitulations and Monsr. D'Iberville's breach thereof; which objections were read, and Mr. James Buttler attending likewise, who was at the same time upon that island, he confirmed the substance of the said objections.

Letter to General Hamilton about breach of articles by the French.

These gentlemen being withdrawn, ordered that a letter be writ to Genl. Hamilton, desiring him to consult such gentlemen here as he judges may inform him (if he knows it not himself) whether the French broke the articles signed the 19th of April, 1706, either by burning houses, works &c. seizing of negroes, or whether they did any other acts of hostility after the said time, and how far the same may be proved, and that he will signify the same to this Board as soon as may be.

A letter from Col. Burges, Govr. of the Massachusets Bay and New Hampshire, to the Secry. desiring to be heard before the Board come to any resolution upon the reference from the Treasury of Mr. Bridger's petition for the place of surveyor of the woods on the continent of America [fo. 126, 129, 132], was read; and Col. Burges attending, he was desired to give their lordships an account, what he accuses Mr. Bridger of, and the names of the witnesses to prove the same, which he promised to bring to their lordships tomorrow morning.

Several letters from Brigadr. Hunter, Govr. of New York, relating to Mr. Bridger, late surveyor of the woods on the continent of America [fo. 128], being laid before the Board, the paragraphs K. L. and M. of his letter dated the 12th of September, 1711, (New York Bundle Aa. No. 64) and paragraphs V. and W. of his letter dated the 1st of January, 1711—12 (Bundle Aa. No. 91) were read; whereupon ordered that a letter be writ to Mr. Taylour, to desire he will move the Lords Commrs. of the Treasury, that this Board may be informed upon what account and for what reason the letter mentioned by Brigadier Hunter in his forementioned of the 12th Septr., 1711, concerning Mr. Bridger, was writ to him by Mr. Lowndes, and what informations the then Lord High Treasurer received from any New England gentlemen upon that subject.

The accounts of the incidental charges of this office for half a year from Michaelmas, 1714, to Lady day, 1715, amounting to two hundred forty six pounds four shillings and three pence, were laid before the Board vizt.

Whereupon a letter transmitting the same to the Lords Commrs. of his Majesty's Treasury's and representing to their lordships the state of the salary due to this Board, as also to the Secry. and under officers, was signed.

The draught of a letter to Mr. Secry. Stanhope, recommending Mr. Shirrif for an imployment in Nova Scotia or elsewhere [fo. 132], according to the memorial of his services, mentioned in yesterday's minutes was signed.

Colonel Burges and others against Bridger.

Particular charges against him.

Copy of an affidavit.

Col. Burges attending [fo. 132], with Col. Vaughan, Mr. Lechmere, Mr. Mienzies and Mr. Thomas Coram, who had been summoned to prove several charges of misbehaviour in Mr. Bridger late surveyor of the woods on the continent of America, Col. Burges was called in, and was present when the forementioned gentlemen were severally enquired of concerning Mr. Bridgers conduct in his said office, the substance of what they said being, that he had not been so diligent as was his duty in surveying the woods and marking of trees for the use of the Royal Navy. That they heard he sold licences for a piece of eight or six shillings, to persons to cut logs, which was particularly confirmed by the copy of an affidavit produced by Mr. Coram, and acknowledged by Col. Vaughan to have been taken before him, they added that some of the said persons had no regard to the trees that were marked [fo. 143]. That he permitted none to cut logs without his licences, and being paid for the same, and that they had likewise heard he had taken £50 from Mr. Mico for permitting a ship under contract but without a licence to load masts &c. for the Navy, for which sum Mr. Lechmere acquainted the Board, there was an article inserted in the said Mico his partner's books of account.

Mr. Coram then presented to their lordships the copy of a memorial from himself to the Lords Commrs. of the Treasury, dated the 9th of Janry., 1710, relating to the corrupt practices of the said Bridger, which was read.

Another Order of Council of the 17th instant, upon a repn. of the 25th of April last, relating to the ill state of Jamaica &c. [fo. 59] and referring to the consideration of the Board how his Majesty may assist that island from hence, was read, and their lordships agreed to take the same into consideration at the first opportunity.

Letters from Lord Archibald Hamilton with several papers.

Two letters from the Lord Archibald Hamilton, Govr. of Jamaica, were read, the one dated the 31st of January, 1714–15 with the minutes of the Council of Jamaica the 13th of the same month; the other dated the 26th of April, 1715, with the Receiver Generals Account current of the revenue from Michaelmas, 1713 to Michaelmas, 1714, and minutes of the Council of that island from the 23 Octr., 1713 to the 22 of March, 1714–15.

Exports of woollen goods, tin, lead, fish.

Ordered that the Secry. write to Mr. Martyn, Inspector General of His Majesty's Customs, to desire this Board may have as soon as possible an account of the quantity of woollen goods, tin, lead and fish exported from all parts of England for six years from Christmas, 1708 to Christmas, 1714, in three mediums vizt. the first containing the exports of 1709 and 1710, the second of 1711 and 1712, and the third of 1713 and 1714.

Sir John Bennet attending [fo. 145] the meml mentioned in the minutes of the 24th instant, in behalf of his brother Col. Bennet Lieut. Govr. he desires instructions, was again read; and after some discourse with Sir John Bennet thereupon, directions were given for preparing a letter to Col. Bennet on the several heads in the said memorial.

A letter from Major Caufield, Lieut. Governor of Annapolis Royal in Nova Scotia, dated the 12th of January, 1714–15 relating to his proclaiming King George there, and administering the oaths to the inhabitants, was read, and the papers therein referred to, were laid before the Board vizt.

Queries about Ne Exeat Insulam and security upon appeals.

Their lordships then gave directions for the secrys. writing to Mr. Attorney General for his opinion upon two queries which were drawn up and agreed relating to a writ of ne exeat insulam being granted by any his Majesty's Governors of Plantations, against their predecessors, and to security to be given by the respondents to answer the value of the estate or effects which by virtue of any sentence given by the Govr. and Council of a plantation may come into the said respondents possession, in case his Majesty upon an appeal shall reverse such sentence of the Governor and Council.

Proposals.

Naval stores.

Col. Byfield and several New England gentlemen and merchants attending [fo. 135, 153, 200], they presented to the Board proposals for erecting a Land Bank in New England, which were read; and their lordships had some discourse with them thereupon, particularly in relation to the 5th article where they offer one third part of the nett profits of the said intended Bank to be appropriated for raising naval stores, being asked if they were not willing to allow one half of such net profits towards the producing naval stores, they did not decline it, and as to the appropriated part for naval stores, they said, the same might be lodged with an agent to be appointed by the Crown.
