Charter.
The draught of a report to the Lords of the Committee, upon
the draught of a charter of incorporation for Gibraltar, mentioned
in the Minutes of the last meeting, was agreed and ordered to be
transcribed.
Massachusetts.
Wearing a Jack.
A letter from Mr. Burchet, Secretary to the Lords of the
Admiralty, upon the 51st article of the Massachusetts instructions,
relating to the Governor's wearing a Jack, when he goes by water,
was read; and their Lordships taking the same into consideration,
gave directions for preparing an answer thereto.
North Carolina.
New seal.
The representation, proposing a new seal for North Carolina,
ordered to be prepared the 29th of the last month, was agreed
and signed.
February 4. Present:—Mr. Bladen, Sir O. Bridgman, Mr.

South Carolina.
Paper money.
Colonel Johnson, Governor of South Carolina, attending with
Mr. Wragg, Mr. Wyeth and some other merchants, trading to
that province, presented to the Board a memorial, desiring
paper currency might be continued there under proper limitations,
which was read; and their Lordships, after some discourse with
them upon this subject, gave directions that Colonel Johnson
and these gentlemen should have the same queries as those sent
to Mr. Belcher the 27th inst., relating to paper money.
Massachusetts.
Wearing a Jack.
The letter, directed yesterday to be prepared, to Mr. Burchet,
in relation to the Jack, described by Mr. Belcher's 51st instruction,
was agreed and ordered to be sent.

Their Lordships took into consideration the draught of a
report, mentioned in the Minutes of the 3rd inst., upon the draught
of a charter of incorporation for Gibraltar, and made a progress
therein.
Plantations General.
Whale Fishery.
A representation, with the draughts of instructions for all
the King's Governors, except the Governor of Bermuda, in
relation to the whale fishery, agreed the 8th of the last month,
was signed.

Santa Cruz.
Vessel taken by the French.
A letter from the Duke of Newcastle, dated yesterday, referring
to the Board an affidavit of the master of an English vessel,
and one of his sailors, concerning her being plundered and carried
away from Santa Cruz by a French ship of war, whose crew also
destroyed two other English sloops at anchor there, was read;
and their Lordships, taking the same into consideration, gave
directions for preparing the draught of a representation thereupon.

Vessel taken by the French.
The representation, ordered to be prepared at the last meeting,
upon a letter from the Duke of Newcastle, then read, about an
English vessel being taken from Santa Cruz by a French ship of
war, was agreed and signed, as also a letter for enclosing the same
to the Duke.
Plantations General.
Bishop of London.
A letter from the Duke of Newcastle, inclosing a copy of the
Bishop of London's commission to exercise ecclesiastical jurisdiction in the plantations, and directing the Board to prepare
draughts of instructions to all His Majesty's Governors in America
to support the Bishop and his commission in the exercise of such
jurisdiction, was read, and directions given for preparing draughts
of instructions accordingly, and a representation thereupon to
His Majesty.
South Carolina.
Stores of War.
Their Lordships, then taking into consideration the memorial
of Colonel Johnson, Governor of South Carolina, read the 18th
of January last, gave directions for preparing the draught of a
letter to His Grace the Duke of Newcastle, to desire he will move
the King in relation to the stores of war desired by Colonel
Johnson's said memorial.

The three following letters from General Hunter, Governor of
Jamaica, were read, and the papers, therein referred to, laid before
the Board, viz:—

Extract of a letter from Sir William Beeston to the Secretary
of State, dated the 23rd of June, 1694, about a descent

A letter from him to the Secretary, dated the 14th of November,
1729, giving an account of the death of Mr. Forbes, one of the

report thereupon in point of law.

A letter from the Duke of Newcastle, dated the 12th inst.,
inclosing an address from the House of Commons desiring copies
of such accounts as are in this office, relating to the settlement
of the French at Santa Lucia, was read; and directions given for
laying before the Board to-morrow morning the several papers
in this office relating thereto.

The Secretary laying before the Board, the several papers in
this office in relation to Santa Lucia, ordered yesterday to be
looked out, their Lordships gave directions that the following
should be transcribed, to be laid before the House of Commons.

to settle Santa Lucia.
2. Letter to Mr. Delafaye with a memorial from Mr.
Lillington, relating to the Islands of Santa Lucia and St.

A letter from Mr. Carkesse, dated yesterday, relating to the
establishment of Custom House officers in South Carolina, was

with that part of Colonel Johnson's memorial, read the 28th of
the last month, in relation thereto.

The three following letters from Mr. Worseley, Governor of
Barbadoes, were read, and the papers, therein referred to, were
laid before the Board, viz:—

Minutes of Council, from the 18th of March, 1728–9, to the

Copies of the reports of the counsel at law upon some doubts,
relating to the Act for reducing the rate of interest, from
10 to 8 per cent.
Ordered that the above mentioned Acts be sent to Mr. Fane,
for his opinion thereupon in point of law.
Ordered that the draught of a representation be prepared for
proposing Thomas Maxwell, Esq., to be of the Counsel of Barbadoes, in the room of Mr. Haggot, deceased.
Ordered that the draught of an answer be prepared to Mr.
Worseley's said letter.

Stores of War.
The letter to the Duke of Newcastle, in relation to the Stores of
War wanting in South Carolina, agreed the 17th inst., was signed.

Losses.
A memorial from Mr. Butler Chancey, complaining of the
Spaniards having seized his ship in her voyage between the Bay
of Honduras and the town of Boston, was read; and a letter
ordered to be prepared, for inclosing a copy of the said memorial
to the Duke of Newcastle.

The Board taking into consideration the several papers relating

Commissions, private ships.
A letter from Mr. Burchet, Secretary to the Lords Commissioners
of the Admiralty, dated the 23rd inst., desiring copies of that
part of the patent to the Governors of the Plantations, by which
they are empowered to grant commissions to private ships, was
read, and directions were given for sending him an extract of
so much of Mr. Belcher's commission as relates thereto.

New England.
Settlements.
Mr. Turner attending, in behalf of Sir Bibye Lake, who claims
some land about Kennebeck in New England, presented to
the Board a memorial from Sir Bibye, etc., complaining of the
interruption given to their settlements by Colonel Dunbar, which
was read; and Mr. Waldo attending at the same time, and
complaining to the same purpose with respect to his own land,
the Board acquainted them that they would consider further of
this matter on Tuesday next.
Nova Scotia.
Settlements.
A memorial from Mr. Daniel Hintz, acquainting the Board
with the death of his father, and desiring to be recommended
to complete the Palatine settlements in Nova Scotia, which was
undertaken by his said father, was read; and he was directed
to bring to the Board some proper recommendations of his
being capable of undertaking the care of carrying the said
Palatines to Nova Scotia.
Settlements.
An Order of the Committee of Council, dated the 18th inst.,
referring back to the Board the instructions prepared by them
for Colonel Phillips and Colonel Dunbar, with respect to the
settlement of some Irish and Palatine families in Nova Scotia,
to be altered, in relation to the powers thereby given of granting
lands, was read; and their Lordships resolved to consider thereof
on Tuesday morning next.

An Order in Council, of the 22nd of the last month, approving
new seals for New York and Nova Scotia, the Leeward Islands
and the Bahamas, and directing this Board to prepare warrants
empowering the respective Governors of these Islands and Provinces to use the said seals, was read, and directions were given
for preparing the said warrants accordingly.

The draught of a representation, directed to be prepared the
17th inst., for recommending Alexander Henderson, Esq., to be
of the Council of Jamaica, in the room of Mr. Forbes, lately
deceased, was agreed and ordered to be transcribed.

20th inst., for recommending Thomas Maxwell, Esq., to be of the
Council of Barbadoes, in the room of Mr. Haggot, lately deceased,
