Oct. 1.Present: Chancellor of the Exchequer, Lord Torrington, Mr. Edgcumbe.
General Wills and Sir Bibye Lake attend and say they hope to come to an accommodation by which the Crown [will] soon be satisfied: and [they] desire the hearing appointed for this day may be deferred.
My Lords consent thereunto.
The persons concerned in the affair of Annapolis are to attend to-morrow. Ibid., p. 39.
Oct. 2.Present: ut supra.
Col. Nicholson, Mr. Francis Lynn and Mr. Mulcaster are called in with Col. Vetch and Capt. Armstrong.
The complaint transmitted by Col. Caulfield is read.
The several answers of Nicholson, Lyn and Mulcaster are read.
Upon debate of matters in the said complaint my Lords order that the papers be transmitted to the Secretary at War, the Paymaster [of the Forces] and the Comptrollers [of Army Accounts] to inform themselves [therein] and to report to my Lords.
[Ascertain] what has been granted by Parliament for the Garrison of Annapolis and the four Companies there from the commencement of the Establishment on the 24th Aug. 1712 to Michaelmas 1716.
[Likewise ascertain] what has been issued from the Exchequer or otherwise [? by sub-imprest from the Paymaster of the Forces] to the respective Treasurers or Paymasters [of the Forces, for the said Garrison] during their respective times.
Examine their [the said Paymasters'] accounts [to see] what has been issued by them to their respective Agents for the service of the said Garrison and Companies and what may remain in the hands of the said Treasurers or Paymasters [on that head].
And call for the several Agents and take their accounts of the moneys by them received and paid and for what particular services and times such receipts and payments were made and what remains in their hands.
And examine for what times [the necessary] muster rolls have been transmitted [home] and how they have been made.
And likewise take an account of the demands still made for this [Annapolis] Garrison or these Companies: with their [the referees' herein] opinions thereupon. Ibid., p. 40.
